Regulation on traffic rules for channels and bridges to be opened

The presentation of the Transport Minister is provided for:

CHAPTER 1

General provisions

ARTICLE 1

In addition to the rest of water transport, this Regulation shall apply to waterborne transport by means of locks and open bridges in the State.

In addition, inland waterway transport via open railway bridges is in force, as laid down in the rules governing the safety of the bridges to be opened by railway undertakings.

The provisions of this Regulation shall also apply mutatis mutandis to waterborne transport through other bridges.

This Regulation shall also apply to water transport in the Soviet Union part of the Saimaa Canal in the territory of the Soviet Union between the Republic of Finland and the Union of Soviet Socialist Republics in Saimaa, a part of the ussr And the lease of Malyj Vysotskij to the Republic of Finland on the basis of Article 8 (2) of the Agreement signed on 27 September 1962 (SopS 40/63).

ARTICLE 2

The provisions of Article 1 (4) of this Regulation concerning the fulfilment of the provisions of the agreement referred to in Article 1 (4) of the Agreement shall be performed by the Saimaa Canal Management Board and the Finnish authorities.

ARTICLE 3

Vessels and timber products which meet the requirements of the maritime government shall be allowed to pass through closed and open channels and through open bridges.

The maritime authority may prohibit a ship or a ferry crossing or through a bridge to be opened:

(1) if any of the dimensions of the vessel or of the timber shall be larger than permitted in a canal or in the case of an opening, and no licence or special permit issued by a maritime circuit shall be retained on board;

(2) in so far as the vessel is manned or loaded, or its machinery, cargo or equipment is so incomplete or otherwise in condition that the vessel is unable to travel safely or that it may otherwise interfere with traffic or cause Damage to the structure or equipment of the canal or the bridge to be opened;

(3) where the lumber flock is so poorly assembled or so damaged that it may interfere with other traffic or cause damage to the structure or equipment of the canal or of the opening bridge; or

(4) where the master or other person responsible for the management is found to be in such a condition, or if the officers otherwise demonstrate that they are negligent or unable to navige on the channel or through the accessible bridge; May pose a risk to the structure or equipment of the canal or of the opening bridge, or to other traffic.

The ban on passing comes into effect immediately. However, the decision on the ban must be subordinated to the maritime sphere, which must deal with the matter as a matter of urgency.

§ 4

The Soviet part of the Saimaa channel will have access to Soviet ships, Finnish vessels without warships, and commercial vessels and recreational craft carrying out commercial goods or prices from other countries. Only Finnish and Soviet ships and yachts from other countries are allowed to carry passengers on the Soviet part of the channel. The transport of military, weapons, ammunition and other military material on the Soviet part of the channel by non-Soviet vessels is prohibited.

§ 5

By decision, the maritime government shall determine the length of the traffic season. However, the length of the traffic season on the Saimaa channel is agreed in each year, taking into account the circumstances of the Saimaa channel between the delegates of Finland and the Soviet Union.

The maritime district may, for the duration of the repairs it considers necessary, or for any other special reason, if possible, to the operators and the udders to suspend waterborne transport. The amendments shall be duly notified or otherwise indicated.

The maritime circuit may be interrupted by the waterborne rationing for the duration of the water rationing in Taipali, the Shire, the Ahcuris, Nerko, Lempariah and the Kalncb channels. The restrictions resulting from the running shall be duly notified or otherwise indicated.

ARTICLE 6

The master of the vessel shall inform the maritime authorities of the vessel, its means of transport and the cargo or of the wood which is the responsibility of the vessel.

The accuracy of the notification shall be proven upon request.

§ 7

The maritime government shall have the right to impose restrictive provisions on rowing, engine, sailboats and other leisure activities.

The passing of sailboats in the canal of Saimaa is allowed only by engine power or in tow.

§ 8

The closure gate, the opening bridge, the signalling device, the rationing dam or any other device comparable to them shall not be used or controlled by persons other than those authorised by the relevant authority.

However, what has been said above does not apply to a self-service barrier or to an opening bridge, the use of which is provided by the maritime government for further instructions.

§ 9

The network and the bridges to be opened shall not have the right to compensation from the State of Finland for stopping or slowing down the damage caused by congestion, accident, canal or open-ended bridge, necessary In the case of repair, running or other similar reasons.

CHAPTER 2

Transport through open channels and open bridges

ARTICLE 10

The general speed limit is nine kilometres per hour, unless otherwise specified.

The start and end points of the speed limit shall be indicated on the right side of the path to the right direction.

The speed limit shall not apply to the ship involved in the rescue work, nor to any vessel in service of an emergency mission, which shall, however, adapt its speed to the safety requirements of water transport.

ARTICLE 11

In the case of a clean canal or bridge, where the vessels are not able to meet, or in the channel parts, where the seizure is prohibited by the road sign, there is a downward path to the upward movement.

ARTICLE 12

Only when the speed of the above vessel or wood-freight vessel is significantly lower than the maximum permissible speed of the vessel passing through.

The override shall be prohibited by means of canals which are marked with a bypass or a passing road sign. Missile shall also be prohibited when approaching a bridging or opening bridge, unless it is possible to complete the by-pass before the port or the bridge is fully completed.

ARTICLE 13

The accessible bridges may be:

(1) continuous occupation or use of service personnel;

2) unmanned, but used by special personnel; or

3. The principle of self-service.

In the approach to the continuous occupation or use of the bridge by service personnel, the vessel shall contact the bridge by radio telephone or, in the absence thereof, by providing one long sound signal, if no light signalling has been reported, that the vessel has been sighted.

Before arrival at the unmanned bridge, the vessel should contact the bridge operator by telephone according to the instructions given by the local maritime district.

On both sides of the bridge, self-service bridges have a guide to the bridge, with instructions to follow through a bridge gap.

ARTICLE 14

If necessary, on the arrival of a vessel or wood-freight ferry to a port or quay on the canal or on departure, it shall, where appropriate, indicate its manoeuvring measures by means of the following audible signals:

(1) three long and one short sonogram when it wishes to head to the right; and

2) three long and two short characters when it wants to head to the left.

§ 15

The open and open bridges are kept open to waterborne transport in accordance with the decision of the maritime government.

CHAPTER 3

Transport through sealing channels

ARTICLE 16

In addition to the provisions of this Chapter, in addition to the provisions of this Chapter, the transport through closed channels shall comply with the provisions of Chapter 2.

§ 17

The closing channels may be:

(1) occupied or operated service personnel; or

2) self-service.

When the vessel is manned or used by the service staff, the vessel shall contact the sulus via a radio telephone or, in the absence thereof, by providing one long voice signal, if no light signalling has been reported, that the vessel has been sighted.

On both sides of the self-service principle, there is a manual on both sides, with instructions to follow through the lockout.

ARTICLE 18

The vessel shall be carefully controlled by the closure and at such speed that it can be stopped by ropes on hooks at the closing level or on the hooks attached to the wall of the blockade. When entering and leaving the closure, the vessel shall not touch the closure gate or the opening bridge.

§ 19

During the filling and unloading, the vessel or wood goods shall be affixed or controlled so that it does not affect the closing gates or the threshold structures.

§ 20

In the order of arrival, commercial vessels and lumber vessels shall be merged in accordance with the rules of arrival, provided that there is no delay in the operation of the vessel. However, a merchant vessel entering the same direction shall be merged before the lumber yard.

However, in derogation from paragraph 1, the following rules shall apply:

(1) on board a ship engaged in a rescue and an emergency mission, has a right of prior entitlement to other transport;

(2) a passenger ship passing on to the maritime circuit in advance according to a scheduled and approved timetable, is privileged in relation to other traffic in the same direction; and

(3) slow-down special transport and pleasure craft, where other transport is not unduly delayed, recreational craft may be submerged in groups.

ARTICLE 21

Closed channels shall be kept open to traffic in accordance with the decision of the maritime government.

The Saimaa channel is open at all times in the course of the transport season.

CHAPTER 4

Attaching, anchoring, loading and unloading

§ 22

The anchorage or anchorage of ships and timber trucks to the shore or to the dock shall be permitted on marked locations and, on a temporary basis, elsewhere, provided there is no harm or danger to traffic or to the structure of the canal.

However, the attachment and anchoring is prohibited:

1) under management overruns and bridges;

(2) in the case of underwater cables and pipelines and others;

(3) in the immediate vicinity of the closures and bridges;

(4) in the affected area of the seizure or by-pass ban; and

5) in the case of service staff.

ARTICLE 23

The vessel or board of wood shall be affixed or anchored so close to the edge of the channel as in depth and local conditions allowing and without causing unnecessary interference and damage to the network's structures and equipment. If the presence of pollinators, tyres, dams or other devices is available, they shall be used. The attachment to trees, white or road signs or other network structures and equipment which are not intended for attachment shall be prohibited.

The authority of the maritime authority may order the vessel or warehousing or anchorages adjacent to or anchored in the canal area or in the vicinity of the opening of the bridge, when there is a special reason for it.

A ship or board of wood which is attached or anchored in the channel area shall be continuously equipped with the crew necessary for the protection or possible transfer of the ship or ferry, unless otherwise agreed with the service personnel. This provision does not apply to the wood for wood, which is located in a special category of wood for wood products.

§ 24

The vessel shall be unloaded or loaded in a canal only in the designated location.

The passenger vessel may, however, in the lockout, leave and take passengers in accordance with the instructions of the local maritime district. In the waiting ports, the landing and loading shall be carried out only with the permission of the maritime district.

CHAPTER 5

Miscellareous provisions

ARTICLE 25

In the event of a vessel or a load of wood sinking or catching up or otherwise unable to continue its journey, the master shall immediately inform the service staff and immediately take the measures ordered by the Authority, or To remove or transfer the wood of wood. The same applies to parts, objects or timber from a ship or a lumber box.

Where the event referred to in paragraph 1 may pose a risk or harm to other waters, the master of the vessel shall ensure that the other traffic is sufficiently informed. In the event that a vessel, timber or derived object cannot be quickly removed or transferred, the master shall take care of its apparent marking.

The obligation to compensate for the damage caused by the breach of the measure referred to in this Article is in force, in the case of damages law (412/74) Provides. § 26

When a vessel or a lumber platform has caused damage to the structure, equipment, lighting or signalling of a canal or a bridge opening, its master shall, without delay, inform the maritime district or its representative.

The Maritime District may arrest a registered vessel which has caused the damage, including sea law (167/40) , for the duration of the injury investigation, unless there is a disproportionate disadvantage. The Maritime District may hold the rest of the ship or the wood for the injury during the investigation of the damage, unless it is liable to the navigable security of the maritime district.

§ 27

Any breach of this Regulation or of any provisions adopted pursuant to it shall be condemned unless a heavier penalty has been imposed elsewhere, On the chicken transport offence Fine.

ARTICLE 28

Articles 25 to 27 shall be valid for the Soviet part of the Saimaa channel only in accordance with Article 13 (4) of Chapter 1 of Chapter 1 of the Agreement (SopS 40/63).

§ 29

ARTICLE 30

The Maritime District may, under any conditions, permit the hibernation of vessels to be hibernating, in a channel port or elsewhere in the water area.

The maritime circuit may, under any conditions, allow the use of a blockade to repair the ship or for other purposes.

ARTICLE 31

Smoking and open fire treatment is prohibited in the vicinity of a ship carrying explosive materials, combustible liquids or other combustible materials.

ARTICLE 32

Fishing in the canal other than the fishing rod or the bilge is prohibited.

However, the maritime district shall have the right to permit more than the fishing referred to in paragraph 1, when it is possible to do so without prejudice to water transport through the canal.

§ 33

The maritime authority shall have the right to travel on the ship free of charge on board, free of charge on board or channel to another.

§ 34

In the case of the Saimaa channel licence fees and the opening of the channels and the opening of bridges, the fees to be recovered during the opening hours are laid down separately.

ARTICLE 35

The health, customs and border controls of water gums crossing the Reich border shall be carried out on the Finnish part of the Channel in Finland and the Soviet part of the channel in accordance with the provisions in force in the Soviet Union.

§ 36

The Ministry of Transport shall, if necessary, provide further guidance and provisions on the application of this Regulation.

The Maritime Administration shall provide for more detailed instructions and provisions on the management of the water, the supply of water running, the opening of bridges and the matters to be decided by the Maritime Government in this Regulation.

The State Railways will provide more detailed provisions for the opening of railway bridges to waterborne transport by the railway bridge safety establishment.

ARTICLE 37

For the purposes of this Regulation, the functions and rights of the maritime government and the maritime community are covered by the delegation of Ms Lemström and the provincial government of the Åland Islands.

ARTICLE 38

This Regulation shall enter into force on 1 April 1991.

This Regulation repeals the Regulation of 10 March 1972 on the traffic rule in Saimaa (204/72) And the Regulation of 26 March 1976 on the transport rules (158/76) With their subsequent modifications.
