In accordance with the decision of the Parliament:

ARTICLE 1

In Helsinki, on 26 October 1989, the provisions of the Agreement between the Republic of Finland and the Union of Soviet Socialist Republics on the exploitation of Saimaa and Leaos are, if they fall within the scope of the legislation, in force Agreed.

ARTICLE 2

The Ministry of Agriculture and Forestry shall replace the possible loss, disadvantage and other loss of interest resulting from the implementation of the Agreement in the territory of Finland, in accordance with (587/2011) Section 6 of Chapter 18 (1) provides for. (27/05/2015)

If no agreement is reached on compensation, the claim may be submitted to the regional administrative office responsible for regional planning. (22.12.2009)

The application of the water law and the provisions adopted pursuant thereto shall apply to the examination of the application for compensation and the imposition and payment of compensation. (27/05/2015)

The application for reimbursement shall be initiated no later than five years after the date of the loss, injury or other loss of interest.

ARTICLE 3 (22.12.2009)

The means of life, transport and the environment laid down by the Ministry of Agriculture and Forestry shall be monitored during the course of the operation, on its effects on the living conditions of the Saimaa ringed seal, and on fishing and fisheries in a manner acceptable to the Ministry of Agriculture and Forestry. The dispute over monitoring may be referred to the Regional Administrative Office referred to in Article 2 (2), in accordance with the provisions of the Water Act concerning the application.

ARTICLE 6
