The presentation of the Minister for Transport is governed by the Law of 19 January 1990 on the Road Administration (1998) Under Articles 2 and 4:
The Road Administration consists of central government and its service units, road circuits and production areas.
The function of the central government is to direct and develop the operation of the Road Administration and to respond to the institution's integrity, overall administration and the management of the road.
The production areas shall be responsible for the production, maintenance and other production of services and products falling within the competence of the Road Administration.
The function of the service units is to provide the necessary expert, development and design services for the purposes of the road.
For the purposes of the regional management of the tasks of the Road Administration, the country is divided into a number of sections of the road, the borders of which are set by the Ministry of Transport.
The circle of knowledge is managed and operated by a road manager. (24.1.1992/52)
The circle of sciences shall ensure that the institution operates on its territory, in accordance with the operating principles of the institution and the resources of the circle and the circle.
The Executive Director may order the division to carry out tasks in the territory of another district.
The functioning of the Road Administration is controlled and supervised by the Board of Governors appointed for a maximum period of four years.
The Executive Board shall be composed of the Chairperson, the Vice-President and the six other members, two of whom shall be assigned to the persons proposed by the representative bodies representing the establishment.
The Ministry of Transport confirms the remuneration of members of the Executive Board.
The Executive Board shall:
(1) decide on the general policies and objectives of the Road Administration, taking into account the objectives set by the Ministry of Transport;
(2) Decides to organise the administration of the Road Administration;
(3) decide on the draft budget, the Research and Development Programme, the operational and economic plan and the long-term plans;
(4) to address the achievement of the objectives of the Road Administration and to approve the financial statements of the institution;
(5) issue the orders and instructions of the institution if it has not delegated them to the Director-General or another official of the institution; and
(6) address other issues of general scope and fundamental importance for the institution, the presentation of which is to be decided by the chairman of the Management Board.
The Executive Board shall have a quorum when its meeting is chaired by the President or the Vice-President and four other members.
The Executive Board shall decide matters in the event of disagreement by a simple majority. In the event of a tie, the opinion which the chairman of the meeting has supported is exactly the opinion.
The Management Board shall lay down more detailed provisions in the Management Board.
It shall be managed and operated by the Executive Director, with the assistance of the Director General, the Directors, the Road managers and the managers of the production areas, taking into account the tasks and objectives assigned to the Road Administration. (6.6.1997/541)
The managers of the institution shall be responsible for the performance and development of their activities.
The following matters shall be settled by the institution:
(1) the Executive Board;
(2) the Executive Director; or
3) any other official to whom such powers are laid down in the Rules of Procedure.
The issues to be dealt with by the Board of Directors and the cases in which the central administration of the Road Administration is the Appellate Authority shall be decided upon. (26.6.1992/570)
The Executive Director shall decide matters which are not resolved by the Executive Board or which he has not delegated to the other official.
Paragraph 2 has been repealed by L 26 JUNE 1992/570 .
The Director-General of the Road Administration is required to have a higher education qualification, managerial skills, managerial experience and good familiarity with industry. A higher education qualification, managerial skills and good familiarity are required of the Director and the Director.
The Road Administration of the Road Administration is required to have a higher education qualification, a practice of managerial skills and a wide range of expertise in the field of road maintenance.
A higher education qualification is required from the manager of the production area, in practice the managerial skills and extensive familiarity with production tasks.
The Executive Director shall be appointed by the Council.
The rules of procedure laid down in the Rules of Procedure shall be specified in more detail.
The Executive Director, the Director, the Director and the Director of the Production Area shall be appointed or taken by the Executive Board.
The posts invested in central administration, production areas and service units shall be filled by the Executive Director of the central government and the service departments, unless that right has been laid down in the Rules of Procedure to the other official.
Unless otherwise provided for in the Rules of Procedure, the posts in the course of the road shall be filled and the number of employees in the contract shall be taken by the road manager.
Unless otherwise provided for in the Rules of Procedure, the number of employees in the production area shall be taken by the manager of the production area.
Article 16 has been repealed by A 21.11.1994/990 .
The Director-General shall be granted leave by the Ministry of Transport. However, the Council of State, unless it is based on a law or a collective agreement, is granted the freedom of office of more than one year.
Paragraph 2 has been repealed by A 21.11.1994/990 .
Officials of a central administration other than the Director-General shall be granted a record by the central administration and the servants of the districts according to the conditions laid down in the Rules of Procedure. The rules of procedure shall be laid down in the Rules of Procedure. (6.6.1997/541)

If the Executive Director is prevented from attending, he shall be replaced by the Director General. Where appropriate, the Executive Board may, on a proposal from the Executive Director, provide him with other substitutes. (21.11.1994)
The Director-General shall be replaced by the Director, the Director, the Director, and the Deputy Director of the Production Area. (6.6.1997/541)
Paragraph 3 has been repealed by A 24 JANUARY 1992/52 .
Article 17 shall apply mutatis mutandis to the staff member of the contract.
The central government of the Road Administration is acting on behalf of the State, acting on behalf of the State, and supervises the interests and the law of the State in the courts and agencies in respect of all matters relating to the estate.

The Administration shall have the right, unless otherwise specified or provided for:
(1) buy and lease land and water areas;
(2) provide the land and water areas and buildings that are under control of the lease, and provide the rents to be carried out within the limits of the provisions in force;
(3) borrow or lease to other government agencies and institutions, or otherwise, for purposes of general interest, vehicles, machines, equipment and other storage items, unless they are necessary for the purpose of its own use; and
(4) the payment of the payment and the transfer of the work and the performance of its external activities.
The fees referred to in paragraph 1 (3) and (4) shall be provided separately.
The Executive Director shall lay down more detailed provisions in the Rules of Procedure on the internal division of labour and the organisation of the administration.
This Regulation shall enter into force on 1 March 1990.
Before the entry into force of this Regulation, measures may be taken to implement it.
This Regulation shall enter into force on 1 March 1992.
