The presentation of the Minister for Agriculture and Forestry, as provided for by the Ministry of Agriculture and Forestry, is governed by the provisions of the (848/90), Article 23 (3), Article 27, Article 30 (2), Article 36 (2), Article 51 and Article 54:

Palisms
ARTICLE 1

The Board of Directors shall keep a register of the local authorities in the region, which shall include the name and address of the municipality, the boundaries of the territory and the name of the porter and the host. The register shall be accompanied by a map showing the boundaries of the areas of activity of the fire departments. The Palissica report shall be submitted to the provincial government in the register.

ARTICLE 2

ARTICLE 3

(4) fees for reindeer, hostess and other board members;

(6) the remuneration and selection of auditors and deputy auditors for the following year; and

7. On the remuneration and selection of directors of foreman and reindeer herding officers for the next reindeer years.

§ 4

The final spring meeting of the Paliscese will be decided:

(1) establishing an action plan and an assessment of revenue and expenditure for the next term of office;

(2) the procedure to be followed for the management of the palistry;

(3) the grazing land use plan;

4. Establishing the list of portals;

(5) the amount of the annual fee and the manner in which it is paid;

(6) the amount and method of payment of the increased annual fee; and

7) for the subscription fee.

§ 5

The fundamental meeting of the Paliscrat will determine:

(1) the name of the municipality;

(2) the submission of a proposal for a large majority of the members of the palisher and the palisher;

(3) the fees and the selection of members of the porter, hostess and other board members, auditors and deputy auditors for the first financial year;

(4) establishing an action plan and an estimate of revenue and expenditure;

(5) the amount and method of payment of the annual fee; and

ARTICLE 6

In addition, at the meetings referred to in Articles 4 to 5, or at the extraordinary meetings of the fire department, it may be decided

(7) the measures referred to in Article 22 of the reindeer herding party in order to reduce the maximum number of reindeer allowed;

(8) the treatment of reindeer as referred to in Article 9 (3) of the reindeer nursery law;

(9) for the authorisation referred to in Article 25 (1) of the reindeer nursery law, the additional sign;

(10) The authorisation referred to in Article 26 (2) of the reindeer-keeper shall keep reindeer marked on the cancelled stairs;

(11) the notification of an unused reindeer mark as referred to in Article 26 (3) of the reindeer nursery law;

12. On the assembly, marking and other reindeer husbanding, as referred to in Article 41 (1) of the reindeer husbanken law, without the authorisation of the government of the fire department;

(13) Article 12 (3) of the reindeer husbanken law on the fees charged for reindeer husbanding operations;

(14) the procedure to be followed for the award of damages;

(15) in the cases referred to in Article 13 (2) of the reindeer herding convention; and

16) on other matters of the fire department which, according to the reindeer management law, are not to be decided by the government of the fire department or by a porter.

§ 7

The minutes of the meeting of the Palisms meeting shall be reviewed by two inspectors of the minutes of the meeting within one week from the meeting.

§ 8

The Board of Directors is responsible for:

(10) decide whether to obtain a staircase and to exercise the right of preferential treatment;

(11) to designate the pasture area referred to in Article 41 (1) of the reindeer carer law;

(12) authorise the collection, marking and other reindeer herding of reindeer in accordance with the instructions of the Palados meeting; and

13) to deal with complaints concerning the decisions of the mayor.

The Board of PalisMunicipalities shall inform the members of the Committee of the decisions they have taken on the decisions they have taken at the next meeting of the Palissores.

§ 9

The role of the porter shall be:

(11) to provide for the reindeer separation of another district in the reindeer and transport of reindeer herbated by his or her palities;

(12) carry out the sale of reindeer and a declaration to the association of Paliskunk as referred to in Article 29 (3) of the reindeer nursery law;

(13) receive notification of the release of the reindeer series and take measures to deal with it in the Board of the Palission;

(14) payments to the palisher under the reindeer herding law and to take the measures referred to in Article 49 of the Act for the recovery of payments;

(15) to draw up a proposal for a list of reports to the Fire Department and to forward a copy of the consolidated list to the Association of Paliskuntai and the information on the lists of the reindeer from other palishers;

(16) draw up a proposal for the annual report of the palisre and submit an annual report approved by the Committee to the Association of Paliskuntai; and

(17) perform the other tasks of the fire service which are not provided for in the meeting of the Fire Board or for the government.

ARTICLE 10

ARTICLE 11

The formula for the reindeer list referred to in Article 30 of the Poronfinance Act confirms the association of Paliskuntai. A copy of the list of portals shall be sent annually to the Association of Paliskunk by the end of the reindeer herder year.

By the end of March, information on the lists of reindeer belonging to other palishers shall be communicated to these fire brigades.

ARTICLE 12

The notification referred to in Article 29 (3) of the Poron Management Act shall be submitted to the association of Paliskuntai by the end of March.

A copy of the PalisMunicipality's annual report shall be submitted to the association of Paliskuntai by 15 November. The Association of Palisms shall forward copies of the annual reports of the palishers to the provincial authorities by the end of November.

ARTICLE 13

The minutes of the meeting of the Association of Paliskunk and the meeting of the Board of Directors shall be given by the operator of the association or by the person who has been appointed by his or her authority.

ARTICLE 14

The reindeer herding area shall be distributed by a decision of the Ministry of Agriculture and Forestry, which shall be responsible for ensuring that the portals are usable and differ sufficiently clearly.

§ 15

ARTICLE 16

ARTICLE 18

The Association shall notify the applicant and the relevant fire department of the decision to approve or withdraw the port. In addition, decisions must be made at the next meeting of the Association of Paliskuntai.

§ 19

Review Board
§ 20

The evaluation board shall meet at the invitation of the Chairperson. Minutes shall be kept of the panel meetings.

When there are differences of opinion on the Review Board, the decision of the meeting shall be deemed to have been supported by the majority.

ARTICLE 21

Farmers representing agricultural producers referred to in Article 36 (2) of the PoronCare Act shall be selected by the local farmers' association.

Miscellareous provisions
§ 22

In the cases referred to in Article 44 (3) and Article 45 of the Poron Act, a copy or extract referred to in Articles 9 and 15 shall be attached to the appeal, which shall be deemed to be the contested decision.

ARTICLE 23

More detailed provisions on the implementation of this Regulation will be provided by the Ministry of Agriculture and Forestry, as appropriate.

§ 24

This Regulation shall enter into force on 1 October 1990.
