Law on the formation of certain State-owned areas as protected areas

In accordance with the decision of the Parliament:

ARTICLE 1

Nature Conservation Act (22/23) The following areas shall be established as Special Protection Areas (SPAs):

1) The area of the river senon-sand River, which includes some 42 000 hectares of State-owned land in the municipality of Enonteö (Annex 1; demarcated line with the red line);

2) the area of Jietanasvuoma, including some 1 500 hectares of State-owned land in the municipality of Enonte (Annex 2);

3) A region of dust including some 4 000 hectares of State-owned land in the municipality of Enonte (Annex 3);

4) An area of Preachaire, including some 16 000 hectares of State-owned land in the municipality of Enonte (Annex 4);

5) Simpler area, including some 2 000 hectares of State-owned land in the municipality of Enonte (Annex 5);

6) Pieshaon-Luomusriver area, including some 2 300 hectares of State-owned land in the municipality of Utsjoki (Annex 6);

7) the region of the Mari El Region, which includes some 2 400 hectares of State-owned land in the municipality of Inari (Annex 7);

(8) The area of the switched off-voltage line, which includes some 48 000 hectares of State-owned land in the municipalities of Utsjoki and Inari (Annex 8);

9) The Terstovoltage area including some 2 300 hectares of State-owned land in the municipality of Inari (Annex 9);

(10) the area of the project of the 'Hanhijaci' Pierkies, which includes around 3 800 hectares of State-owned land in the municipality of Inari (Annex 10);

(11) The region of the Yevel of the century, including some 6 700 hectares of State-owned land in the municipality of Kittilä (Annex 11);

(12) Area of Nate-Adam, including some 8 900 hectares of State-owned land in the municipalities of Kittilä and Sodanvillages (Annex 12);

(13) The Siukatan Lakes region, which includes around 1 700 hectares of State-owned land in the municipality of Kitlä (Annex 13);

14) The area of the Louish Latvian area, including some 4 300 hectares of State-owned land in the municipality of Kitlä (Annex 14);

(15) The area of the port of Saivinvuoma, including some 5 700 hectares of State-owned land in the municipality of Kitlä (Annex 15);

16) Leapvuvuomania area, including some 2 000 hectares of State-owned land in the municipality of Kitlä (Annex 16);

17) An area of mesh size including some 1 800 hectares of State-owned land in the municipality of Kitlä (Annex 17);

(18) The area of the Black-Nunartuoma, including some 1 100 hectares of State-owned land in the municipality of Kitlä (Annex 18);

(19) Tollovomaniana area, including some 2 300 hectares of State-owned land in the municipality of Kitlä (Annex 19);

(20) Region of Åland, including some 1 400 hectares of State-owned land in the municipality of Kitlä (Annex 20);

21) Area of the Sotkavum, including some 5 000 hectares of State-owned land in the municipality of Kittilä (Annex 21);

22) Teuravuoman-Kivijärvi territory, including some 5 000 hectares of State-owned land in the municipality of Kolar (Annex 22);

23) The area of cheese, which includes around 770 hectares of State-owned land in the municipality of Kolar (Annex 23);

(24) An area of the Snatcher region of Pieruvue, including some 1 000 hectares of State-owned land in the municipality of Kolar (Annex 24);

25) Carouvue area, including some 540 hectares of State-owned land in the municipality of Kolar (Annex 25);

26) Area of war, including some 2 900 hectares of State-owned land in the municipality of Sodancommunities (Annex 26);

27) The area of danger, including some 3 500 hectares of State-owned land in the municipality of Sodancommunities (Annex 27);

28) The Nalkan-aava area, which includes around 900 hectares of State-owned land in the municipality of Sodancommunities (Annex 28);

(29) The PomokaIranTennial region, which includes around 44 000 hectares of State-owned land in the municipality of Sodancommunities (Annex 29);

30) Atmosphere area, including some 650 hectares of State-owned land in the municipality of Sodancommunities (Annex 30);

31) The Viiankiaava area, which includes some 4 400 hectares of State-owned land in the municipality of Sodancommunities (Annex 31);

32) Vitsahazard-Kiekernowhere area, including some 1 340 hectares of State-owned land in the municipality of Sodancommunities (Annex 32);

33) The catchment area of Sammalava, involving some 760 hectares of State-owned land in the municipality of Sodancommunities (Annex 33);

34) Suikeloading area, including some 960 hectares of State-owned land in the municipality of Sodancommunities (Annex 34);

35) Warm-faced-Sakkala-aava region, including some 3 800 hectares of State-owned land in the Pelkosennes and Cigarette municipalities (Annex 35);

36) Currbatch MIC area, including some 3 300 hectares of State-owned land in the municipality of Smoke (Annex 36);

37) Uura-aava area, including some 2 300 hectares of State-owned land in the municipality of Smoke (Annex 37);

38) Joutsenava-Kaita-aava region, including some 10 300 hectares of State-owned land in the municipalities of Sauna and Smoke (Annex 38);

39) Discovery-Syspaistama area, including some 2 000 hectares of State-owned land in the municipality of Salla (Annex 39);

40) The district of the Kicu-Serri, which includes around 770 hectares of State-owned land in the municipality of Pelkosennes (Annex 40);

41) The Haikara-aaa-Vidental region, which includes around 1 400 hectares of State-owned land in the town of Kemijärvi and the Pelkosennese municipality (Annex 41);

42) A map of the quarantine zone comprising some 2 300 hectares of State-owned territory in the municipality of Posion (Annex 42);

43) The area of the Mustiac Katara Lake, including some 2 900 hectares of State-owned land in the municipality of Ylitornio and the municipality of Rovaniemi (Annex 43);

44) The Saariaaa region, including some 2 000 hectares of State-owned land in the municipality of Simon (Annex 44);

45) Jänessuo area, including some 950 hectares of State-owned land in the municipality of Kuivanite (Annex 45);

46) An area of benefit, including some 920 hectares of State-owned land in the municipality of Kuusamo (Annex 46);

47) An area of Lapland-Ison Aijinsu, including some 23 600 hectares of State-owned land in the municipalities of Ranuan and Pudasjärvi (Annex 47);

(48) Area of the Carinthon Swamp, including some 1 250 hectares of State-owned land in the municipalities of Pudasjärvi (Annex 48);

(49) Soininsus area, including some 1 500 hectares of State-owned land in the municipality of Pudasjärvi (Annex 49);

(50) The area of the Leväsuon-Cargo region, which includes around 2 050 hectares of State-owned land in the municipalities of Lake Utajärvi and Poland (Annex 50);

(51) Ison Tilansuon-Housing area, including some 3 000 hectares of State-owned land in the municipalities of Poland and Lake Uta (Annex 51);

52) Area of Karhunsuon 5, including some 1 100 hectares of State-owned land in the municipalities of Lake Utajärvi and Poland (Annex 52);

(53) In the area of Sarisuon-Jerusalem, which includes around 3 700 hectares of State-owned land in the municipalities of the Lake and Uta (Annex 53);

54) The area of the guesthouse, including some 2 000 hectares of State-owned land in the municipality of Finland (Annex 54);

(55) An area of the Saarland, including some 700 hectares of State-owned land in the municipality of Finland (Annex 55);

56) The Lososuon-Saary area, including some 1 100 hectares of State-owned land in the municipality of Finland (Annex 56);

57) An area of Ison Ahvensuon Karhusuo, including some 600 hectares of State-owned land in the municipality of Finland (Annex 57);

58) Region of Säynäsuon-Matalansuo, including some 1 000 hectares of State-owned land in the municipality of Finland (Annex 58);

59) Joutension-Mustosensuo area, including some 1 500 hectares of State-owned land in the municipality of Hyrynsalmen (Annex 59);

60) The Gulf of Juortananstalon Region, including some 2 700 hectares of State-owned land in the town of Kuhmo and the municipality of Finland (Annex 60);

61) The area of the flood-sparrow area, including some 1 900 hectares of State-owned land in the municipalities of Hyrynsalmen and Finland and the town of Kuhmo (Annex 61);

62) Solansuo area, including some 660 hectares of State-owned land in the municipality of Sokado (Annex 62);

63) The 'Teerisuon-Lososuo' area with some 2 100 hectares of State-owned land in the town of Kuhmo (Annex 63);

64) The Tervanevan-Sivarka region, which includes around 570 hectares of State-owned land in the municipality of Saint-Lake and the town of Haapajärvi (Annex 64);

65) The Clouvineva area, which includes around 2 170 hectares of State-owned land in the municipalities of Veteli and Kaustic (Annex 65);

(66) The Linjasore Region, including some 1 150 hectares of State-owned land in the municipality of Lestijärvi (Annex 66);

67) The area of Rasvasuon-Kitkasuo, including some 1 450 hectares of State-owned land in the town of Lieksa (Annex 67);

68) Ruosmesuon-Hanhisuo area, including some 1 800 hectares of State-owned land in the municipality of Ilomantsi (Annex 68);

69) The Great Huppio region, including some 510 hectares of State-owned land in the municipality of Juvan (Annex 69);

70) The Hauvarian Nikulinneva region, which includes around 1 070 hectares of State-owned land in the cities of Virtain and Alavude (Annex 70);

71) A poultry area with some 700 hectares of State-owned land in the municipality of Ruovede (Annex 71).

ARTICLE 2

The boundaries of the war protected areas against another State shall be laid down and marked on the ground in a surveyor, which shall, where applicable, comply with the provisions of the (15,4/51) Is laid down for the border visit. The boundaries of the regions must be applied as well as possible to the terrain. A possible disagreement on the location of the border will be settled by the Council of State. The decision of the Council shall not be appealed against.

The boundaries of the protected areas shall be marked in such a way that an adequate number of the characteristics of the protection area is placed on the ground and the signs indicating the border are painted on the trees or other landmarks. The plates and signs shall be valid for which they are specifically prescribed.

ARTICLE 3

The Nature Protection Authority and the guardian of the Nature Conservation Area have the right to take over the hunting, collection or other equipment which has been or will be used against the provisions or regulations to be complied with in the protection area. The same right of take-over also applies to animals caught unlawfully and unlawfully taken from the protection area of the war zone, as well as any other kind of which is prohibited from taking or using the territory.

§ 4

If an area not owned by the State but which is situated within the boundaries of the protected area established by this law, it shall pass to the State's ownership, read it as part of the protection area concerned.

If such an area, which is limited to the protection area established by that law, is transferred to the State, it may, by decision of the Ministry of the Environment, be linked to the protection area in question.

§ 5

More detailed provisions on the implementation of this law shall be adopted by the Regulation.

ARTICLE 6

This Act shall enter into force on 1 December 1988.
