Decision of the Council of Ministers on the Sami negotiating body

The State Council has decided on the presentation of the Ministry of Interior:

ARTICLE 1 (28.12.1994/1535)

In the context of the Ministry of Justice, there is a conciliation committee for the Sami people for coordination and preparation of the Sami population.

ARTICLE 2

The Council of Ministers is set by the Council for four years.

The Advisory Board shall be chaired by the Governor of Lapland and twelve members, each with a personal alternate. One represents the Ministry of Justice, one Ministry of Education, one Ministry of Agriculture and Forestry, one Ministry of the Interior, one Ministry of Labour and one Ministry of the Environment. The Sami court appoints six members of the Advisory Board. (28.12.1995-1729)

The Advisory Board shall be chaired by a member of the Ministry of Justice. (28.12.1994/1535)

ARTICLE 3

The Advisory Board shall be responsible for:

(1) prepare and submit proposals to the Council of Ministers for the measures required by the Nordic Council's recommendations on the Sami population and to prepare Nordic cooperation issues for the Sami people;

(2) monitor the development of the legal, economic, social and cultural conditions and employment conditions of the Sami people, as well as the achievement of the objectives of regional policy in the area of the Sami region, and to take initiatives and proposals in these areas; The ministries concerned; and

(3) issue opinions to the Council, the Ministries and the Government of Lapland on the Sami population.

§ 4

The Advisory Board may, with the permission of the Ministry of Justice, take a secretary and other staff. (28.12.1994/1535)

The Advisory Board may invite experts to be heard.

§ 5

The Advisory Board shall have a work section. It shall be composed of the Chairperson or Vice-Chairperson of the Advisory Board, as well as one member of the State authorities and one member of the Sami delegation, who shall determine their number from among their members.

The Advisory Board may, as appropriate, set other sections.

ARTICLE 6

The Advisory Board normally meets in the province of Lapland.

§ 7

Otherwise, the Advisory Committee will be in force, as provided for by the state committees.

§ 8

This Decision shall enter into force on 1 January 1988 and shall repeal the decision of the Council of Ministers of 30 September 1960 on the (1940S) With its subsequent modifications.

The mandate of the current negotiating body expires on 31 December 1987 and the new Advisory Board will be set up for a four-year period from 1 January 1988.

Entry into force and application of amending acts:

28.12.1994/1535:

This Decision shall enter into force on 1 January 1995.

28.12.1995/1729:

This Decision shall enter into force on 31 December 1995.

The term of office of the Advisory Board before the entry into force of this Decision shall continue until 31 March 1996. The new Advisory Board shall be established for a four-year period starting on 1 April 1996.
