The presentation of the Minister for Justice is governed by the Law of 1 June 1922 of 1 June 1922 (149/22) Pursuant to:

General provisions
ARTICLE 1

The competence of the Finnish or Swedish language required for the office of the State shall be demonstrated in a specific language version or shall be deemed to have been acquired in the course of studies as provided for in this Regulation.

ARTICLE 2

For the purpose of organising language examinations, two examinations board, one Finnish and one for the Swedish language, will be organised by the Board of Education. Each Board shall consist of three permanent members and a number of aid members in different parts of the country. The Secretaries-General of the Board of Appeal shall act as an official of the Board of Education appointed by the Board of Education. (12/122001/1300)

The permanent members of the Qualifications Board shall be appointed by the Ministry of Education. Two of the members should be familiar with language learning and have completed one degree in law. The Ministry of Education shall determine, on a proposal from permanent members, the assistants who shall be qualified in the language of the language or in the course of a degree in law.

The permanent members and the assistants shall be assigned to the post up to a maximum of 67 years.

Language qualifications
ARTICLE 3

Language examinations are:

(1) a degree in complete control of Finnish or Swedish;

(2) a degree in oral and written knowledge of Finnish or Swedish,

(3) a degree in the oral art of Finnish or Swedish; and

4) a degree in the ability to understand Finnish or Swedish.

A certificate is issued for carrying out the examination, which shall be further specified in the governing board of directors.

§ 4

The examination of a full Finnish or Swedish language must be carried out by the investigating committee.

The other examinations referred to in Article 3 shall be made to the permanent member or member of the Board. If a degree is carried out for a post to which the qualification is a legal examination, it shall be carried out by a member who has a degree in law.

If the examination does not satisfy the decision of a member or a member of the Board, he shall have the right to pass the examination to the Board.

§ 5

The examination of the complete control of the Finnish or Swedish language shall be examined by the examination of the fact that he or she has the same language as the person who has obtained his education and has completed the university degree of maturation. In this language.

ARTICLE 6

§ 7

§ 8

§ 9

The board may decide to approve or reject the examination referred to in Article 4 (1) or (3), if the members agree with the decision. Otherwise, the panel shall be quorum in three Member States.

Achiability of language skills in studies
ARTICLE 10

In order to demonstrate the language skills of a teacher of the State, it is required, unless otherwise specified, that in the language of the educational establishment, he has completed the training course in the course of training, or that he/she is a teacher training unit; or The certificate obtained from the teachers' manufacturing plant has demonstrated the complete control of the educational language of the institution.

Such a certificate may also be issued to the person who, according to an admissible report, has demonstrated a complete control of the language of its past actions and practices.

The requirements laid down in paragraph 1 shall not apply to the teaching of a teacher or to a post as a qualification as a condition for a teaching position or not in the course of a teaching qualification.

ARTICLE 11

A certificate issued by the Committee of Inquiry on the complete control of the Finnish or Swedish language shall not be required from the person in the language in which he/she has obtained his education and has completed a maturing sample at the university or the Polytechnic University. Such a certificate shall not be required for an officer's post in the language in which he has received his education and which, on the basis of a study sample of his/her officer's degree, is fully in control.

ARTICLE 12

A certificate of good oral and literary art in Finnish or Swedish is not required in the language in which the person is

(1) received education or training; or

(2) completed the baccalaureate, which includes accepted values in this language; or

3) completed a maturing sample at the university.

ARTICLE 13

The certificate of satisfactory oral and literary skill of the Finnish language shall not be required of the person who has completed a language test in the course of the basic examination of a university in this language which demonstrates the need for State officials. In accordance with Article 1 of the Law on Language Competence in a bilingual service area, the competence of the country's second language required by a State official who has obtained a university degree.

The certificate of good oral and literary skill of the Finnish language is not required by the person who has completed at least 35 study weeks of study or at least the value of the cum laude approbatur in Finnish, Finnish philology, Finnish In the language and styles, in Finnish-Ugric language or in the oriental language or in the language test referred to in paragraph 1, with at least a good grade.

The certificate of understanding of the Finnish language shall not be required from one of the subjects referred to in paragraph 2 which has completed at least 15 study weeks of study or at least a grade approbatur.

ARTICLE 14

The certificate of satisfactory oral and written skill in the Swedish language shall not be required of the person who has completed a language test in the course of the basic examination of a university in this language which demonstrates the need for State officials. In accordance with Article 1 of the Law on Language Competence in a bilingual service area, the competence of the country's second language required by a State official who has obtained a university degree.

Certificates of good oral and literary skill in the Swedish language shall not be required from having completed at least 35 study weeks of study or at least a grade cum laude approbatur in Nordic Philology, Nordic In the language or in the Swedish language, or who has completed the language test referred to in paragraph 1 at least with a good grade.

The certificate of understanding of the Swedish language shall not be required from the learner who has completed at least 15 study weeks of study or at least the approbatur of the grade.

The proof of the satisfactory oral and literary skill of the country's second language is not required in the language of the language of the language of the country in which the qualification is provided by the language studies required by the State officials. § 15

The diploma to be issued for the university's basic examination shall be the language of the school education and the maturing sample, as well as the language in which the person concerned has completed the oral and written language test of the country's second language.

ARTICLE 16

The person is deemed to have received his education in the language in which he or she has obtained from primary school, mid-school or other similar school in the language of the approved grade, in Finnish or Swedish.

Miscellareous provisions
§ 17

The Ministry of Education, on the basis of a joint proposal by the permanent members of the investigating boards, certifies the rule of directors. § 17a (12/122001/1300)

ARTICLE 18

This Regulation shall enter into force on 1 June 1987.

This Regulation repeals the Decree of 29 December 1922 of 29 December 1922 on qualifications to prove the language of Finnish and Swedish (313/22) And the regulation of 28 April 1923 laying down additional provisions for the establishment of Finnish and Swedish (16/23) With their subsequent modifications. However, the certificates issued on the basis of their language skills remain valid.

§ 19

The provisions of Articles 13 (1) and 14 (1) of this Regulation shall also apply to a university undergraduate which was completed before the entry into force of this Regulation, provided that the certificate of the basic examination of a university is marked by a language in which: The person concerned has completed the oral and written language test of the second language. If the basic examination certificate is indicated that the language test has been completed with at least a good grade, the certificate referred to in Article 13 (2) and Article 14 (2) shall not be required from the person concerned.

This Regulation does not entail any changes to the provisions of previously established members and language assistants who are familiar with the language. However, a permanent member or a member of staff shall no longer be in office after the age of 67.

Entry into force and application of amending acts:

22.12.1994/1329:

This Regulation shall enter into force on 1 January 1995.

12.12.2001/13:

This Regulation shall enter into force on 1 January 2002.
