In accordance with the decision of the Parliament:

ARTICLE 1

This law concerns the procedure to be followed in the referenda.

ARTICLE 2

A referendum may be held in the event of a state election or a separate election.

The elections in the context of the referendum must be decided in such a way as to allow for the referendum to be taken into account when the elections take place.

The electoral authorities in the national elections are the electoral authorities in a referendum.

If the referendum is to be carried out in a separate election, the electoral constituencies for the electoral constituencies will be held in each election district.

In the event of the elections, the referendum shall serve to establish a register of voting rights for elections.

For a referendum on elections, a right to vote shall be set up for voting rights in respect of which the electoral law is in force. (1998) Provides for a voting register for parliamentary elections.

The votes cast by the Ministry of Justice must reflect the subject and timing of the referendum, as well as the options to be presented to the electorate. Alternatives may be included in the same ballot paper, or there may be a ballot paper for each of the options. However, the voters will always have the opportunity to express that he is not in favour of any of the options presented.

The law on the implementation of each referendum further provides for the number, appearance, content and invalidity of ballot papers, as well as for voting.

ARTICLE 6 (2.10.1998/715)

As soon as the result of the vote is confirmed, the Board of Appeal shall inform the electoral committee, the provincial government and the central election committees of the municipalities of the City of Helsinki of the result.

The electoral committee in Helsinki will confirm the outcome of the vote throughout the country and inform the Ministry of Justice, which will publish the result of the vote in the Finnish legislative collection.

An appeal against the decision referred to in this Article shall not be appealed against.

Voting slips shall be kept for five years after the vote.

The costs of the referendum to be held in connection with the elections are in force, as provided for in Article 188 of the Electoral Code.

If the referendum is to be carried out separately, then, in addition to the provisions of Article 188 of the Electoral Code, the election of the Central Electoral Commission, the Electoral Commission and the Electoral Commission on State resources has been incurred. The Ministry of Justice gives more detailed provisions on the criteria for the reimbursement of expenditure.

In addition to what is laid down in this Act, or under the law governing the implementation of the referendum, the electoral law shall apply mutatis mutandis in a referendum.

ARTICLE 10

The Ministry of Justice shall, if necessary, provide more detailed provisions and guidelines on the application of this law.

ARTICLE 11

This Act shall enter into force on 1 July 1987.

This Act shall enter into force on 1 January 1996.

However, if a referendum is to take place before six months after the entry into force of this Act, the provisions in force at the time of entry into force of this Act shall apply.
