The presentation by the Ministry of Education of certain matters covered by the Ministry of Education is governed by the Law of 30 May 1986 on the State guarantee of the art exhibitions (411/86) (2) and Articles 7 and 8:
As an expert body assisting the Ministry of Education, the Law on State guarantees (411/86) There is a State Guarantee Board for exhibitions. The Board of Appeal shall set up a Council of State for a term of three years.
The Board shall be chaired by an official of the Ministry of Education and shall comprise no more than nine other members. The Board shall be represented in the fields of art and cultural life, exhibitions, fire and other safety issues, transport and insurance matters and conservation expertise.
Before the State guarantee referred to in the law on the State guarantee of the art exhibition may be granted, the opinion of the State Guarantee Board of the exhibitions must be obtained on the application.
In its opinion, the panel shall state whether any restrictions or other conditions relating to the exhibition, exhibition space, exhibition space or transport are to be taken.
An application for compensation for damage shall also be obtained by the Board's opinion.
An application for a State guarantee shall be submitted to the Ministry of Education no later than three months before the start of the State guarantee requested. (5.4.1991/640)
The application and its annexes shall indicate:
(1) an exhibition contract, a pre-contract or a draft agreement between the donor and the exhibition organiser of the exhibition or exhibition;
(2) a description of the artistic or cultural historical importance of the exhibition or the reasons why it is important for the organisation of the exhibition to be considered as important for the promotion of international cultural exchanges;
(3) the list of exhibits and the insurance values for individual exhibits;
(4) a description of the exhibition premises;
(5) a description of the transport and security arrangements for the exhibition and the staff responsible for the implementation of the exhibition;
6. The budget of the exhibition; and
7) a description of any insurance and other collateral.

The organiser of the exhibition must provide other information necessary to resolve the application for a guarantee.
The exhibition organiser shall immediately inform the Ministry of Education of the incident. (5.4.1991/640)
An application for damages shall be submitted to the Ministry of Education. The application shall be accompanied by a statement of the accident and the amount of damage and the damage suffered.
The exhibition per exhibition by the exhibition organiser, as referred to in Article 5 (2) of the Act on State Guarantees, shall be determined by the following scale:

The State guarantee committee of the exhibitions shall apply mutatis mutandis to the provisions of the State Committees.
This Regulation shall enter into force on 1 October 1986.
This Regulation shall enter into force on 1 May 1991.
This Regulation shall enter into force on 6 May 1997.
Applications to the Ministry of Education for the receipt of a State guarantee before entry into force of this Regulation shall apply to the Regulation in force at the time of entry into force of this Regulation.
This Regulation shall enter into force on 1 January 2002.
This Regulation shall enter into force on 1 August 2009.
