The Government of the Ministry of Agriculture and Forestry has decided to:

ARTICLE 1

Pursuant to this Decision, State aid may, within the limits of the State's revenue and expenditure, grant State aid for the development of aesthetic, separation places, slaughterhouses and other comparable reindeer husbandry provided by paliskunes. Support for building work.

ARTICLE 2

State aid within the meaning of this Decision, together with other State aid, may not exceed 80 % of the cost estimate of the project approved by the Ministry of Agriculture and Forestry.

ARTICLE 3

The request for State aid shall be submitted to the Ministry of Agriculture and Forestry, which shall be submitted by the end of January to the Association of Paliskuntai.

By 15 February at the latest, the Association shall submit applications to the Ministry of Agriculture and Forestry.

§ 4

State aid is decided by the Ministry of Agriculture and Forestry, after consulting the Ministry of Labour. The Ministry of Agriculture and Forestry may lay down conditions for the operation of the project.

In accordance with the Ministerial Decision of the Ministry of Agriculture and Forestry, state aid is paid to the palismunicipalities according to the approval of the Lapland Government according to the progress of the project. State aid may be paid for the cost of the project in the year of granting State aid. More detailed guidance on the payment of state aid to the recipient of State aid will be provided by the Lapland County Council as appropriate.

§ 5

It is the responsibility of the Lapland Government to ensure that the conditions for receiving state aid are met.

Where State aid has been used for a purpose other than it has been granted, where the application for State aid has been made in an essential part of the facts or covered facts which are essentially affecting the granting of State aid, or where the recipient of the State aid does not: Have not complied with the conditions for the use of state aid, the State aid may be recovered or recovered. The recovery shall be made at a rate corresponding to the base rate charged by the Bank of Finland, plus one percentage point. The recovery of State aid is decided by the Ministry of Agriculture and Forestry.

ARTICLE 6

More detailed provisions on the application of this Decision will be provided by the Ministry of Agriculture and Forestry as appropriate.

For specific reasons, the Ministry of Agriculture and Forestry may grant an exemption from the time limits referred to in Article 3.

By way of derogation from Article 3, the application for State aid in 1985 may be submitted no later than 15 March to the Association of Paliskunk, which shall submit it with its opinions by the end of March to the Ministry of Agriculture and Forestry.

§ 7

This Decision shall enter into force on 11 March 1985.
