The presentation by the Ministry of Education of the Ministry of Education is governed by the Law of 23 December 1977 on the professional training centre of the Sami region. (994/77) § 5 Pursuant to:

CHAPTER 1

Education

ARTICLE 1

On the Law on the Professional Training Centre of the Sami Region (994/77) In order to carry out its tasks, the training centre shall provide initial vocational training and shall provide vocational training, supplement and retraining for adults, mainly for adults.

Where appropriate, the training centre shall also organise training outside the centre of the training centre, taking into account the needs of the vocational training of the Sami region.

ARTICLE 2

Training can be organised as a school and course form, as well as an advisory activity, mainly in the area of nature industries, in the fields of conception, construction and metal, and in other areas linked to the traditional Sami culture.

The training courses and curricula for the training centre shall be established by the Board of Education, acting on a proposal from the Management Board of the Training Centre, in accordance with the legislation on the format of the pupils concerned, where applicable. The school textbooks and other teaching materials are accepted by the Board of Education.

ARTICLE 3

The training centre must promote the production of accompanying teaching materials in its educational area.

§ 4

The school year shall begin on 1 August and end on 31 July. The academic year is divided into a number of years, the start and end dates of which are set by the Board of Education. The number of teaching days included in the year is set by the Statute.

CHAPTER 2

Administration

§ 5

For four calendar years, seven members and individual alternates shall be appointed by the Board of Directors of the School of Education. The Executive Board shall elect a Chairperson and a Deputy Chairperson from among its members.

Four members of the Executive Board and their alternates shall be designated by the Sami delegation.

The principal of the training centre is a self-appointed member of the Board.

ARTICLE 6

The Administrative Board deals with issues relating to the management of the training centre, the management of property and the economy and the organisation of teaching.

For the purposes of paragraph 1, the Executive Board shall:

(1) monitoring the educational needs and employment trends in the Sami region;

(2) supervise and respond to the training, management and economic activities of the training centre, as well as other activities, in accordance with provisions and regulations and in an appropriate manner;

(3) draw up an annual report on the revenue of the training centre and submit it to the professional education board;

(4) ensure that teaching facilities, work rooms, teaching and work equipment and raw and farmed materials are carefully managed and used appropriately and efficiently;

(5) provide the authorities with the opinions requested and submit proposals to promote the activities of the training centre; and

6) to deal with any other matters which, according to the provisions or regulations, belong to the Executive Board.

§ 7

The Management Board shall meet at the time of its conclusion, or when the President, principal or at least three members of the Executive Board shall deem it necessary. The members shall be sent to the members of the meeting in a manner decided by the Executive Board.

The Executive Board shall be quorum when the chair of the meeting and at least half of the other members are present.

In the event of disagreement, the Executive Board shall decide by a simple majority. In the event of a tie, the opinion which the chairman of the meeting has supported is exactly the opinion. However, the elections will, by the vote, determine the exact outcome of the election.

§ 8

The Executive Board may elect a secretary from among its members or from outside the Executive Board.

The reimbursement of travel expenses, the daily allowance and the meeting fee to be paid to the Chairperson, the Member and the Secretary of the Executive Board shall be valid for the purposes of the State Committees.

The training centre shall have a school-shaped committee for school activities, which shall be valid for what is provided for in the educational institutions of the vocational institutions.

ARTICLE 10

The composition and functions of the teaching staff of the training centre shall apply mutatis mutandis, as provided for by the teaching staff of the vocational training institutions.

ARTICLE 11

The principal of the training centre shall be:

(1) lead, supervise and plan the activities of the training centre and ensure the overall order of the training centre;

(2) supervise the teaching by ensuring that teachers perform properly their teaching duties and other duties;

(3) to establish, after consulting the faculty, the curriculum of the training centre and the division of teachers' work;

(4) take care of the Centre's revenue and expenditure, as well as the accounts, in accordance with which it is provided for, and the management of other assets;

(5) implement the decisions of the Board of Governors and of the Staff Committee, shall include the initials of the school officials, as well as the preparation and submission of the necessary pleadings, statistical and other communications on the training centre, and Annual report; (17.6.1988/589)

(6) lay down the duties of office and other staff and supervise the performance of their duties; and

(7) carry out any other tasks which, in accordance with this Regulation or the provisions adopted pursuant thereto, belong to the principal.

CHAPTER 3

Teachers and other staff

There's a principal at the training center. The training centre can also have teachers' posts and other posts.

The training centre can also include hourly teachers and other ad hoc officials as well as staff in contractual relations.

ARTICLE 13

As a condition of eligibility for the post of principal, a qualified university degree or a degree in an agricultural or forestry school or a vocational training course recognised by the Vocational Education Board or at the School of Industry Teaching Completed master's degree. In addition, the principal is required to be familiar with the training and management of the sector, as well as knowledge of the conditions of the Sami region. (29.6.1979/622)

The training centre's teachers are required to have the same qualification and pedagogical training as the teacher responsible for the pupils in question. (17.6.1988/589)

The principal is appointed by the Board of Education.

The teacher and other staff shall be appointed or appointed by the Executive Board.

The principal shall grant leave to the Board of Governors. However, for more than one year's discretionary leave to be granted to the principal by a professional farming government.

Other officials shall be granted leave of absence. However, more than three months of discretionary leave of absence shall be granted to the teacher by the Executive Board.

The power to take the one that grants the freedom of leave. However, for more than three months the teacher's official shall take the Executive Board.

§ 15

The teaching duties and other duties of the principal and the teachers shall be laid down or laid down separately.

CHAPTER 4

Pupils

ARTICLE 16

The free education centre also includes textbooks and other forms of study, accommodation in student housing and school meals. Other pupils' benefits are laid down in the Statute.

§ 17

The conditions for admission to the pupil, the certificates to be issued to the pupils and the students' criticism shall apply mutatis mutandis to the extent to which they are laid down in respect of the format of the pupils concerned. The Board of Education shall, if necessary, lay down further provisions on these matters.

ARTICLE 18

The procedure for disciplinary proceedings in respect of the general professional schools is laid down.

CHAPTER 5

Miscellareous provisions

§ 19

The Board of Directors, acting on a proposal from the Management Board, shall adopt the Statute.

§ 20

In the case of training activities carried out by the Nordic and non-professional education authorities, the existing agreements and decisions taken by the authorities concerned shall be respected.

ARTICLE 21

Where appropriate, the Board of Education shall adopt more detailed provisions and guidelines on the implementation and application of this Regulation.
