In accordance with the decision of the Parliament:

ARTICLE 1 (22.12.1983/1080)

State resources are distributed annually to authors and translators as a result of the free availability of books written or inverted in public libraries, grants and grants of 10 %. In the preceding calendar year, the amount of money used for the literature acquired by the municipalities in general libraries. (25.1.1993/64)

90 % of the total grants and grants shall be awarded to authors and translators of literary works and 10 % to authors and translators of the works of the literature. They shall not, however, be granted to authors or translators of scientific studies or textbooks or of comparable works.

Under this law, grants and grants may be awarded by authors and translators who live or have been permanently resident in Finland and whose written work enriches cultural life in Finland. (5.4.2002/249)

§ 1a (7.8.2011)

For the purposes of the allocation of grants and grants referred to in Article 1, a panel set up by the Ministry of Education and Culture.

More detailed provisions on the Board and the setting thereof are laid down by a decree of the Ministry of Education and Culture.

The grant and grant decision may require an adjustment to the administrative law (2003) Provides.

The decision to amend the requirement of amendment may be appealed against by the administrative court, as in the case of administrative law (18/06/1996) Provides. An appeal to the decision of the administrative court shall be lodged only if the Supreme Administrative Court grants an appeal.

For the purposes of the allocation of grants and grants referred to in Article 1, the Board of Education is set up by the Ministry of Education.

The decision of the Board on the distribution of grants and grants shall not be subject to appeal.

More detailed provisions on the Board and the setting thereof are laid down by the Regulation.

ARTICLE 2 (3.12.1993/1064)

The share of the shares referred to in Article 1 (2) shall be divided into both scholarships, 76 % for creative writers and 16 % for book translators and 8 % for older authors and translators, Are living in tight economic conditions, and in special cases for authors and translators who have experienced financial difficulties as a result of illness or disability.

§ 2a. (22.12.1983/1080)

Where, due to a lack of grants or grants, or for other compelling reasons, the allocation provided for in Article 1 (2) or Article 1 (2) cannot be complied with in an individual case, they shall be waived as provided for in the Regulation.

The grants and grants provided for in this Act shall otherwise be subject to the provisions of the State Aid Act (2002) Provides. However, Article 34 of the Law does not apply to the decision of the Board on the allocation of grants and grants.

More detailed provisions on the procedure for the allocation of grants and grants are laid down by the Regulation.

This Act shall enter into force on 1 January 1963.

Upon entry into force of this Act, the grant and assistance cases pending at the Ministry of Education shall be referred to the Board.

Before the entry into force of this Act, measures may be taken to implement the law.
