Law on qualifications obtained abroad by university studies

In accordance with the decision of the Parliament:

ARTICLE 1
Scope

This law provides for the viability of university studies carried out abroad, or for a job whose qualification is a qualification prescribed by law, or a degree in Finland, or a degree in Finland, or University degree of study. For the purposes of this law, higher education institutions in the field of higher education shall mean a university degree and a study of the formal qualifications of a country other than that of Finland.

If any other law contains provisions derogating from this law from the eligibility of higher education studies abroad, they shall be applied instead of this law.

ARTICLE 2
Rupturing

A foreign university degree is treated as a matter of priority for a degree in Finland at a certain level.

Non-recognition of professional qualifications (19/04/2015) In the case covered by the case, the degree of higher education completed abroad may be equated with a specific university degree named in Finland if the qualification requirement of the post or function is required. The degree of study carried out abroad in a higher education institution shall be treated in a given sector or in certain sectors, as well as a certain level of study performance at higher education in Finland.

Studied university studies abroad shall provide the same eligibility as a post or a university degree required for a post or a post in Finland if such studies are equivalent to one another in a decision adopted pursuant to this law.

ARTICLE 3
Criteria for assimilation of qualifications

A university degree in Finland is treated as a university degree equivalent to a degree abroad.

A university degree which is mentioned by name shall be treated as a university degree comparable to that of an equivalent level and equivalent abroad.

The equivalence of the levels of the qualifications is assessed on the basis of their scale, complexity and orientation. The equivalence of the areas of investigation shall be assessed on the basis of the similarity of their content.

§ 4
Criteria for assimilation of study credits

In the case of a particular study performed at a higher education institution in Finland, a study has been carried out at a higher school level and comparable to that of a higher education institution.

The level of study performance and the equivalence of the sector shall be assessed in accordance with Article 3 (3) of the Directive.

§ 5
Complementary university studies as a condition

In the cases referred to in Article 2 (2), higher education completed abroad and completed university studies in Finland may be combined with higher education courses in Finland 3 and 4. In accordance with the criteria laid down in Article 2. The conditions for assimilation of complementary studies shall be subject to more detailed provisions by the Government Decree.

Where supplementary university studies which are required to be assimilated have not been completed by the adoption of an equivalence decision, the supplementary studies shall be laid down in the decision.

ARTICLE 6
Application and decision on the application

The National Board of Education decides on the application for the assimilation of higher education qualifications obtained abroad in Finland.

The applicant shall submit to the Board of Education the necessary explanations for the examination of the application and of his/her identity. The National Board of Education may require the annexes of the application to be officially certified as certified copies. The National Board of Education may request the applicant to submit studies concerning studies in the form of original documents, if necessary. The National Board of Education may request translations of documents other than those provided in Finnish or Swedish. Where appropriate, it may be required that the translations are Finnish or Swedish and that they are drawn up by an authorized translator. More detailed provisions on the documents and certificates attached to the application may be issued by a Council Regulation.

Before taking a decision, the Board of Education may, if necessary, request from the university or the professional university for an opinion on the equivalence of studies carried out by the applicant in Finland and on any complementary Studies. The issuing authority may charge for an opinion in accordance with the cost-value payment requested by the State in accordance with the State payment law (150/1992) .

In the case of supplementary university studies to the applicant, the Board of Education shall take a conditional decision. When the supplementary studies required have been successfully completed, the National Board of Education shall take a final decision on the basis of the application. An application for a final equivalence decision must be accompanied by a certificate issued by a university for completion of complementary studies.

§ 7
Appeals appeal

The decision referred to in this Act shall be subject to appeal in the form of a rule of administrative law (18/06/1996) Provides.

An appeal to the decision of the administrative court shall be lodged only if the Supreme Administrative Court grants an appeal.

§ 8
Entry into force

This Act shall enter into force on 1 January 2016.

This law repeals the law on the eligibility of university studies abroad (18/06/1986) (hereinafter ' the Old foreign study law .

§ 9
Transitional provisions

Applications brought before the entry into force of this Act shall be governed by this law if the decision is taken after the entry into force of this law. By virtue of the old foreign study law, the decision to assimilate the same decision may be taken by virtue of Article 6 (4) of this Law.

The administrative decision adopted before the entry into force of this Act shall apply to the old foreign study law.

The reference in other legislation to the old foreign study law shall be considered as a reference to this law after the entry into force of this Act.
