In accordance with the decision of the Parliament:

The task of the office of the parliament
ARTICLE 1

It is the responsibility of the office of the parliament to create the conditions for the parliament to perform the functions of the State body.

Relationship with other provisions
ARTICLE 2

In addition to this Statute, the organisation of the office, the organisation of operations, the tasks of officials and the preparation and settlement of matters shall be governed by the Rules of Procedure (10/2000) And the law on officials of the Parliament (2003) .

Organisation and role of departments in the office of the institution
ARTICLE 3

The Head of the Office shall be headed by the Secretary-General of the Parliament. The functions relating to the activities of the Secretary-General shall be governed by Article 75 of the Rules of Procedure of the Parliament.

The offices of the Chancellery are the central office, the committee secretariat, the Administration and Services Department, the International Department, the Information and Communications Department and the Security Directorate.

§ 4

It is the task of the Central Office to prepare the plenary sessions and the meetings of the Conference of Presidents, to manage the support services of the assembly and the services of the representative of the representative of the Parliament, and to ensure the production and publication of the State documents.

§ 5

The committee secretariat shall be responsible for planning and organising the work of the committees, responsible for the legal and substantive preparation of the reports, opinions and other decisions of the committees, and of other committees involved in the work of committees. ARTICLE 6

§ 7

§ 8

The role of the Information and Communication Directorate is to manage the communications of the Parliament, to provide information services and to provide library and archive services.

§ 9

The Security Directorate is responsible for dealing with the security of the Parliament. The powers of the Security Department are laid down in the law on security in the parliament (244/2008) .

Department offices and functions
ARTICLE 10

The central office has a part-session, a desktop office, a Swedish office and a document office.

It shall be responsible for the preparation and support of the meetings of the Plenary and the Conference of Presidents and for services relating to the state of affairs of the representatives.

The Office shall be responsible for drawing up the minutes of the plenary sessions.

The Swedish language office is responsible for drawing up the parliamentary documents in Swedish and Swedish-language parliamentary documents in Finnish and organising interpretation.

The Office shall be responsible for the production and publication of State documents, as well as State affairs.

ARTICLE 11

For the purpose of managing relations with the institutions of the European Union, the Secretariat of the EU Secretariat shall be provided in the committee secretariat.

ARTICLE 12

The Administration and Services Title shall include the Administrative Manager's headquarters, the Centre, the Buildings Office and the Information Management Office and the Medical Service.

The Head of the Administrative Manager shall be responsible for ensuring the necessary support services for the decision-making of the subcommittee and the administrative and service department, as well as staff and economic planning, reporting and employers' obligations.

ARTICLE 13

The Information and Communication Directorate shall have an information service, an internal information service and a library of representatives.

The Library of the Parliament serves the parliament, acts as a central repository of the Parliament and a library of legal, social and parliamentary information.

Management team
ARTICLE 14

The board of directors of the Chancellery is preparing and coordinating matters concerning the operation of the office. The Executive Board shall be chaired by the Secretary-General of the Parliament and the members of the departments and representatives of the staff. Duties of officials
§ 15

The Secretary-General shall conduct and supervise the activities of the Office, under the authority of the Administrative Commission, and shall ensure the operational security of the Office and the appropriate and effective management of the Office's duties. § 17

The Legislative Director shall conduct the activities of the central office and shall act as a notary of the Parliament and as secretary of the Council of Presidents.

ARTICLE 18

The Administrative Manager shall manage the administrative and service department and shall act as rapporteur on the staff committee.

§ 19

The Director of the International Department heads the international department, manages the overall planning and direction of the activities of the international parliamentary institutions and provides expert support in international affairs.

§ 20

The Director of Information and Communications shall be led by the Information and Communications Department, shall provide expert advice and shall ensure the implementation and development of the communications of the Parliament.

ARTICLE 21

The Security Director shall be head of the Security Directorate and shall ensure the safety of the Parliament.

§ 22

The role of the Officers of the Chancellery is to lead, supervise, develop and plan the activities of their areas of responsibility and to ensure the development of staff skills, occupational safety and well-being at work and appropriate working conditions. The manager shall be responsible for the efficiency, economy and expediency of the operation on the basis of the common policies of the office.

Internal Audit
ARTICLE 23

The internal audit of the Parliament provides the highest management information on the adequacy, reliability and efficiency of the risk management, internal control and management and management of the parliament's office. The internal audit may be carried out by all activities and operating units of the office of the Parliament.

The internal audit shall be conducted by a control officer, under the authority of the President of the Parliament.

Deputy official
§ 24

Treatment of cases
ARTICLE 25

Outstanding provisions
ARTICLE 28

Eligibility shall be required for:

(1) the Secretary-General, the Deputy Secretary-General and the Legislative Director, with a higher degree of law in law, good knowledge of the preparatory work, good knowledge of the work of the Parliament and good management skills;

(2) an Administrative Director, a Director of Information and Communication, the Director of the International Department and a Senior Graduate of the Safety Director, with good knowledge of the functions of the post and good management skills; and

(3) a higher education qualification and a high degree of familiarity with the posts of senior managers and experts.

As a condition of qualification, officials from the office of the office of representatives other than those referred to in paragraph 1 shall be required to take office or appropriate training and the fact that the person concerned has demonstrated that he/she is required to carry out the duties necessary for the successful treatment of the post or function. § 29

The work of the employer and the staff shall be carried out in accordance with the terms of the office and collective agreement.

ARTICLE 30

The tasks of the departments and of the officials shall be determined, where appropriate, by decisions of the subcommittee and the relevant superiors.

ARTICLE 31

This Statute shall enter into force on 1 January 2016.

This Statute repeals the Statute for the Parliament's Office (320/1987) .

The provisions of Article 28 of the Statute shall not apply to an official in office, office or office in which he or she has been appointed before the entry into force of the Statute.
