Council Regulation on State aid for public transport

In accordance with the decision of the State Council, a State Aid Act (688/2001) Pursuant to:

ARTICLE 1
Scope

This Regulation lays down criteria for the granting of State aid for public transport under the State budget.

State aid is also provided for in the State Aid Act (2002) .

ARTICLE 2
Definitions

For the purposes of this Regulation:

(1) In a large urban area The Helsinki Region Transport Municipality and the City of Oulu, Tampere and Turku, as defined in the public transport law, (869/2009) (3);

(2) In the medium-sized town The town of Hämeenlinna, Joensuu, Jyväskylä, Kuopio, Lahti and Pori, as defined in Article 12 (3) of the Public Transport Act and the cities of Kotka, Kouvola, Lappeenranta and Vaasa;

(3) By means of a service Regulation (EC) No 1370/2007 of the European Parliament and of the Council on public passenger transport services by rail and by road and repealing Council Regulations (EEC) No 1191/69 and (EEC) No 1107/70;

(4) The travel services centre The service point provided by the municipality or by the consortium itself or by the consortium:

(a) accepting transport orders from customers or public entities;

(b) where journeys are combined with travel chains or planned routes on the basis of orders from customers or public bodies;

(c) where the combined transport packages are transmitted for the purpose of driving; and

(d) where the customer is directed primarily at the use of existing transport, secondary combined transport and, ultimately, separate transport;

(5) The travel centre The common position of the different modes of transport for passenger transport, at least for rail, local and long-distance transport and taxi services for buses and coaches, as well as travel tickets and timetables and, if possible, Other services related to the use of transport services;

(7) Information system A system to promote national collective use of public transport for all transparent information, using national stop points;

ARTICLE 3
State aid for regional and local transport

The Competent Body for Enterprise, Transport and the Environment may grant to the Municipality and the Municipality of Municipality a State grant of State aid in respect of transport purchases and public service obligations under the Conditions of Employment of Services under the Conditions of Employment of Services Up to 50 % of the eligible costs. § 4
State aid to support public transport in large urban areas

The State aid granted by the Transport Agency to support large urban public transport is conditional on the granting of aid to the public transport development measures agreed in the Memorandum of Understanding on Land Use, Housing and Transport. The Transport Agency may grant State aid to the metropolitan area for the development of public transport information and payment systems up to 50 % of the cost of development.

The Transport Agency may allocate a maximum of 50 % of planning, project management and passenger information to the planning and development of a metropolitan area for the planning and development of a public transport centre and a travel centre; Costs related to access parking and accessibility solutions.

The Transport Agency may grant State aid to the Helsinki Region Transport Association, as well as to the cities of Tampere and Turku, up to 30 % of the design costs.

§ 5
State aid for supporting public transport in medium-sized urban areas

The Transport Agency may grant State aid to medium-sized urban development for the development of public transport information and payment systems up to a maximum of 50 % of development costs.

ARTICLE 6
State aid for the development of public transport

The Transport Agency may grant local authorities, municipal authorities and other public utility entities a State grant for the development, design, pilot projects and research of public transport, not more than 50 % of the development, design, testing and Research costs.

The Ministry of Transport and Communications may grant State aid up to 50 % of planning and project management costs for strategically important development projects. In the projects to which the European Union grants aid, the national costs of the project shall be considered as eligible costs.

State aid for the steering of mobility

The Transport Agency may grant State aid to the municipality, to the municipality and to any other community of general interest, provided that the grant is used for scientific guidance, marketing, and the development and development of services. § 8
Entry into force

This Regulation shall enter into force on 1 January 2014.

This Regulation repeals the Council Regulation on State aid for public transport (267/2013) .

The Ministry of Transport and Communications may grant State aid within the meaning of Articles 4 to 6, to the extent that the appropriations for 2012 are under consideration, in so far as the appropriations in question are not committed or the Ministry does not transfer them to the Transport Agency.

This Regulation shall enter into force on 15 November 2015.
