As regards the University of Helsinki, as regards the University of Helsinki, the opinion of the Minister for Education is provided for:

ARTICLE 1
Higher education qualifications

University degrees are:

(1) lower and higher degrees of higher education in universities referred to in Article 2, postgraduate degrees, doctoral degrees and other postgraduate degrees in accordance with Article 7;

2) Diplomas in the National Defence College and other degrees referred to in Article 8 below; and

(3) professional university degrees and higher vocational qualifications in polytechnic colleges, and the law on vocational education and training carried out in temporary vocational colleges and in the Law on the Experiment of the Polytechnic University; (1045/2001) The postgraduate qualifications of the university. § 4
Previous universities

The universities listed in Article 2 above have previously been the University of Veterinary Medicine, Handelshögskola vid Åbo Akademi and Svenska social-och communalhögskola, formerly known as Svenska Medborgarhögskola.

Higher education qualifications

Higher higher education qualifications are:

(1) food sciences, philosophy, administrative sciences, education, economics, visual arts, physical sciences, agricultural and forestry sciences, music, law, psychology, art, dance art, theatre, theology, Masters degree in health sciences, political science and social sciences, as well as qualifications of architects, diploma, landscape architect and pharmacist;

§ 7
Advances in universities

Postgraduate degrees in universities are doctorates and licensing examinations, with the exception of veterinary medicine, dentistry and medical examination, as well as an odontology licensed in the past. § 8 (16 JUNE 2005/426)
National Defence College and some of the officers' degrees

Graduate in the National Defence College is a junior university degree. In the case of cadet school, at sea school and in the climate school, before the adoption of the (2006) And of Articles 16 and 18 of the Regulation on military teaching institutions and the examinations to be carried out in accordance with the provisions in force in accordance with the provisions in force in Regulation 908/1991, are equivalent to the level below A university degree.

The police officer's degree in the Police College is a university degree.

Professional qualifications are also carried out in accordance with the decisions of the previous Ministry of Education:

Advances of polytechnics

The postgraduate qualifications of vocational institutes, as provided for in the Law on the Experimentation of the Polytechnic University, are:

Postgraduate qualification in vocational higher education

Postgraduate degree in social and health care at the Polytechnic

Postgraduate degree in vocational higher education.

ARTICLE 10
Eligibility of the investigation

For public office or for a post, a university degree, a degree in a university degree, a university diploma or a lower university degree, the qualification of a person who has completed:

(1) postgraduate or postgraduate degree or postgraduate degree in vocational higher education or higher vocational education; (16 JUNE 2005/426)

(2) a diploma or doctorate; or

3) the examination referred to in Article 8.

When a higher education qualification is required for public office or for a post, the qualification requirement is also met by a doctorate in doctoral or postgraduate qualifications and a qualified person under Section 8 (3). A higher education qualification and a postgraduate degree in vocational higher education produce the same qualification as a higher education qualification. In the case of a post-examination certificate for public office or post, the qualification requirement shall also be met by the person who obtained the doctorate and the postgraduate degree in the National Defence College, as provided for in Article 8 (3). Eligibility produced by the study

In terms of eligibility for public office or post, university grade or other university studies are equivalent to:

(1) Appreciate the study of at least 60 study points, which have been completed in the course of the same scientific or study, at the university mentioned in Article 2;

(2) grade cum laude approbatur and basic and material studies of a substance of at least 60 credits completed in the same scientific or study field at the same university; and

(3) grade approbatur and a basic study of a substance of at least 25 credits, completed in the same scientific or study field at the university.

The second subparagraph shall also be equivalent to the requirements of paragraph 1:

(1) in respect of laudanatur and previous rules, for at least 55 credits of study week completed in the same scientific or study area at the same university

(2) the grade cum laude approbatur and the previous rules of at least 35 credits of study completed in the same scientific or study field at the same university; and

(3) grade approbatur and previous rules of at least 15 credits of study completed at the same time as science or study at university.

ARTICLES 12 TO 14

Articles 12 to 14 have been repealed by A 30.12.2014/1437 .

§ 15
Entry into force

This Regulation shall enter into force on 1 August 1998. However, the register referred to in Article 14 (1) shall be established as from 1 January 1999.

This Regulation repeals the Regulation of 11 March 1994 on the system of higher education (203/1994) .

Notwithstanding the provisions of Article 12 (1) and (2), specialisation studies shall also include the training of universities and polytechnics prior to the entry into force of this Regulation in specialised studies.

Before the entry into force of this Regulation, measures may be adopted for the implementation of the Regulation.

Entry into force and application of amending acts:

16.7.1999/806:

This Regulation shall enter into force on 1 August 1999.

18.12.2003/1132:

This Regulation shall enter into force on 1 January 2004.

16.6.2005/426:

This Regulation shall enter into force on 1 August 2005.

ON 30 DECEMBER 2011,

This Regulation shall enter into force on 1 January 2015.
