DECREE NO 457

THE LEGISLATIVE ASSEMBLY OF THE REPUBLIC OF EL SALVADOR,

CONSIDERING:

I.-That on November 24, 2006, the Final Acts of the Conference of Plenipotentiaries of the International Union of Telecommunications, ITU, Antalya, 2006, were signed.

II.-That the Instrument referred to in the previous recital has been approved by Executive Agreement No. 741/2014 of 22 May 2014 and submitted to this Legislative Assembly for ratification.

III. These Acts do not contain any provisions contrary to the Constitution, and their ratification is appropriate.

BY TANTO,

in use of the power established in Art. 131, Ordinary 7th of the Constitution in relation to Art. 168, Ordinary 4th of the same, and at the initiative of the President of the Republic, five years 2009-2014, through the then Foreign Minister.

DECRETA:

Art. 1.-The Final Acts of the Conference of Plenipotentiaries of the International Union of Telecommunications, ITU, Antalya, 2006, signed in the City of Antalya, Turkey, on 24 November 2006, which consist of instruments of Amendment of the Constitution and the ITU Convention (Geneva, 1992), with the amendments adopted by the Conference of Plenipotentiaries (Kyoto, 1994), by the Conference of Plenipotentiaries (Minneapolis, 1998), and by the Conference of Plenipotentiaries (Marrakech, 2002); General Regulation of Conferences, Assemblies and Meetings of the Union; decisions and resolutions; with the following reservations made by the Republic of El Salvador at the time of its signature: " the delegation of the Republic of El Salvador declares that it reserves for its government: (1) The right not to accept any financial measure which may lead to unjustified increases in their contribution to the payment of the Union's expenditure; and (2) the right to take all measures deemed necessary to protect their interests, if other Member States are not complying with the provisions of the Constitution and the International Telecommunications Union Convention (Geneva, 1992), with the amendments adopted by the Plenipotentiary Conferences (Kyoto, 1994, Minneapolis, 1998, Marrakech, 2002, and Antalya, 2006) and the Annexes and Protocols attached to these Instruments, or if the reserves made by other Member States to the full extent of their sovereign rights or the proper functioning of their telecommunications services "; approved by Executive Agreement No 741/2014 of 22 May 2014.

Art. 2.-This Decree will enter into force eight days after its publication in the Official Journal.
