DECREE NO 485
THE LEGISLATIVE ASSEMBLY OF THE REPUBLIC OF EL SALVADOR,
CONSIDERING:
I. By Decree-Law No 725 of 30 September 1999, published in the Official Journal No 208, Volume No 345 of 9 November 1999, the Convention on the Implementation of Aid was ratified in all its parts. Financial and Technical Cooperation and Economic Cooperation in El Salvador, signed under the ALA Regulation, on 17 May 1999 between the Government of the Republic of El Salvador and the European Community, represented by the Commission of the European Communities European Commission, which in its Art. 3 states that any cooperation project selected by the Commission may give rise to a specific financing agreement between the European Community and the Government of the Republic of El Salvador or the authorities of the public authorities referred to in Article 6 of the Framework Convention, or a Subsidy Contract with organisations international, legal or natural persons, or other private entities indicated in Article 6 of that Convention.
II. That dated October 27, 2011, the Government of the Republic of El Salvador signed with the European Union, the Financing Convention No. DCI-ALA/2011/022-647 for the execution of the "Support Program for Solidarity Communities in El Salvador (PACSES)", in the amount of 47,400,000.00 Euros equivalent to US$ 61,83,820.00, of which 45,000,000.00 Euros equivalent to US$ 58,693,500.00 allocated for Budget Aid and 2,400,000.00 Euros equivalent to US$ 3,130,320.00, for Complementary Aid; however, dated January 20, 2014, Addendum N ° 1 was approved which modifies the original distribution of the said amount, This is as follows: 42,750,000.00 Euros equivalent to US$ 55,758,825.00, for Budget Aid and 2,400,000.00 Euros equivalent to US$ 3,130,320.00 for Complementary Aid and was incorporated, in addition, the component Support to the Women's City Program, with the amount of 2,250,000.00 Euros equivalent to US$ 2,94,675.00, which is implemented by direct award of a Subsidy Contract to the Secretariat of Social Inclusion.
III. By means of Addendum No 2, dated 9 July 2015, corresponding to the said Financing Convention No. DCI-ALA/2011/022-647, the distribution of these resources was modified as follows: 41,137,195.00 Euros, equivalent to US$ 53,655,243.00, destined for Budget Aid; 4,012,805.00 Euros equivalent to US$ 5,233,902.00 for Aid Complementary, maintaining the 2,250,000 Euros, equivalent to US$ 2,94,675.00 for the component Support to the Program City Women, with a term of execution of 90 months.
IV. That the Government of the Republic of El Salvador, through the Secretariat of Social Inclusion and the European Union, in accordance with the management procedures for financial assistance and economic cooperation set out in the said Framework Convention, signed a Grant Contract No. DCI-ALA/2014/341-133 "European Union External Actions", dated 23 May 2014, for the allocated amount of 2,250,000 Euros, equivalent to US$ 2,952,900.00, according to the exchange rate to that date, for the purpose of financing the Project

Investment Code 6195 " Promotion of Women's Rights through the Promotion of Economic autonomy and attention to integral health ", whose purpose is to improve the quality of life of women, through the promotion of their rights, the promotion of economic autonomy and comprehensive health care.
V. That of the amount allocated to the project 6195 "Promotion of the Rights of Women through the Promotion of Economic Autonomy and Attention to Integral Health", by means of the Contract of Subsidy No. DCI-ALA/2014/341-133, for US$ 2,952,900.00, the amount of US$ 2,419,559.00 was accrued during the fiscal years 2014 and 2015, leaving an available balance of US$ 533,341.00, of which was programmed in the current Budget Law of 2016, the value of US$ 279,195.00, so there is a balance to be used from US$ 254,146.00, which is required to incorporate into this opportunity the existing budget allocations of the Secretariat of Social Inclusion, to strengthen vocational training in the School of Agricultural Training in Morazán Women's City and acquire equipment and inputs required for the execution of the same project, among others.
VI. That with the purpose that the Presidency of the Republic, through the Secretariat of Social Inclusion, can continue to finance the activities related to the execution of the Investment Project 6195 mentioned above, it is necessary to reform the Current Budget Law, voted by Legislative Decree N ° 192, dated 26 November 2015, published in Official Journal No 231, Volume No 409 of 15 December of that year, increasing in Section II-REVENUE, the Rubro 22 Capital Transfers, Account 224 External Sector Capital Transfers, the Specific Source 22404 From Multilateral Organizations, with the amount of TWO HUNDRED AND FIFTY-FOUR THOUSAND ONE HUNDRED AND FORTY-SIX 00/100 DOLLARS FROM THE UNITED STATES OF AMERICA (US$ 254,146.00). In addition, in Section III-EXPENDITURE, in the part corresponding to the Presidency of the Republic, Budget Unit 04 Secretariat for Social Inclusion, the allocations of the Work Line 07 Women's City Programme (EU Grant) are increased, with the amount of TWO HUNDRED AND FIFTY-FOUR THOUSAND ONE HUNDRED AND FORTY-SIX 00/100 DOLLARS FROM THE UNITED STATES OF AMERICA (USD 254,146.00), corresponding to the aforementioned Donation Convention.

Art. 1.-In the current Budget Law, Section -A GENERAL BUDGET OF THE STATE, the following modifications are introduced:

The resources from donations that are incorporated by this Legislative Decree for US$ 254,146.00, must be applied to the source of resources 72 European Union.
