DECREE NO 125
THE LEGISLATIVE ASSEMBLY OF THE REPUBLIC OF EL SALVADOR,
CONSIDERING:
I.-That by Legislative Decree No. 814, dated February 4, 2009, published in the Official Journal No 30, Tomo Nº 382 of the 13th of the same month and year, this Legislative Assembly authorized the Authority Executive in the Ramo de Hacienda, so that through its Holder or the Representative that he will appoint, he will subscribe on behalf of the State and Government of the Republic of El Salvador, a Loan Contract with the International Fund for Agricultural Development (IFAD), up to an amount of NINE MILLION FIVE HUNDRED THOUSAND SPECIAL DRAWING RIGHTS (SDR 9,500,000.00) equivalent to approximately FOURTEEN MILLION THREE HUNDRED AND TWENTY-TWO THOUSAND FOUR HUNDRED AND EIGHTY-FIVE 38/100 US DOLLARS AMERICA (US$ 14,322,485.38), called " Project for Development and Rural Modernization for the Central Region and Paracentral (PRODEMOR-Central) ".
II.-That in correspondence with the authorization conferred by the Decree mentioned in the previous recital, the Loan Agreement was signed on April 8, 2009, by the Ambassador of the Republic of El Salvador in Italy, designated by Executive Agreement No. 246 of 9 March 2009, issued by the Executive Body in the Ramo de Hacienda.
III.-That the municipalities that will benefit from such projects are the following: Cinquera, Dolores, Guacoteca, Ilobasco, Jutiapa, San Isidro, Sensuntepeque, Tejutepeque, Victoria, all of the Department of Cabañas; Cojutepeque, Suchitoto, San Pedro Perulapan, San José Guayabal, Tenancingo, San Rafael Cedros, Candelaria, El Carmen, Monte San Juan, San Cristobal, Santa Cruz Michapa, San Bartolome Perulapia, San Ramón, El Rosario, Oratoria de Concepción, Santa Cruz Analcito, all of the Department of Cuscatlán; Zacatecoluca, Santiago Nonualco, San Juan Nonualco, San Pedro Masahuat, Olocuilta, San Pedro Nonualco, San Francisco Chinameca, San Juan Talpa, El Salvador Rosario, San Rafael Obrejuelo, Santa Maria Ostuma, San Miguel Tepezontes, San Luis Talpa, San Antonio Masahuat, San Juan Tepezontes, Tapalhuaca, Cuyultitan, Paraiso de Osorio, San Emigdio, Jerusalem, Mercedes La Ceiba, San Luis La Herradura, all of the Department of La Paz; San Vicente, Tecoluca, San Sebastián, Apastepeque, San Esteban Catarina, San Ildefonso, Santa Clara, San Lorenzo, Verapaz, Guadalupe, Santo Domingo, San Cayetano Istepeque, Nuevo Tepetitan, all of the Department of San Vicente; Rosario de Mora, Guazapa, Santiago Texacuangos, Panchimalco, San Martín and Tonacatepeque, all of the Department of San Salvador.

DECCRETA:
Art. 1.-Approve in all its parts the Contract of Loan NRO. 728-SV, called "Project of Development and Rural Modernization for the Central and Paracentral Region (PRODEMOR-Central)", signed with the International Fund for Agricultural Development (IFAD), On 8 April 2009, in the amount of NINE MILLION FIVE HUNDRED THOUSAND SPECIAL DRAWING RIGHTS (DEG 9,500,000.00) equivalent to approximately FOURTEEN MILLION THREE HUNDRED AND TWENTY-TWO THOUSAND FOUR HUNDRED AND EIGHTY FIVE 38/100 DOLLARS FROM THE STATES UNITED OF AMERICA (US$ 14,322,485.38).
Art. 2.-The Loan Contract referred to in this decree is amended as regards:
1-The integration of the Project Steering Committee, which shall be composed of (a) The Minister of Agriculture and Livestock or his/her representative; (b) The Director of the Project Coordinating Office or the Coordinator of Rural Development Projects of the MAG; (c) A representative of the beneficiaries of each department elected among the leaders of the local organizations; and (d) The Director of the project as a member ex officio.
2-Resources in the amount of NINE MILLION SIX HUNDRED AND EIGHT THOUSAND THREE HUNDRED AND TWENTY DOLLARS FROM THE UNITED STATES OF AMERICA (US$9,608,320.00) will be directed towards the production of basic grains, as follows: In the component a) DEVELOPMENT OF HUMAN AND SOCIAL capital, sixty-five percent (65%) of the , equivalent to ONE MILLION THREE HUNDRED AND ELEVEN THOUSAND DOLLARS FROM THE UNITED STATES OF AMERICA (US$1,311.030.00), will be used to strengthen food security through the production of basic grains. Similarly in the component e) DEVELOPMENT OF BUSINESSES AND RURAL MICROENTERPRISES, sixty-five percent (65%) equivalent to TWO MILLION FOUR HUNDRED AND FIVE THOUSAND FIVE HUNDRED AND EIGHTY DOLLARS FROM THE UNITED STATES OF AMERICA (US$2,405,580.00) shall be intended for the production of basic grains. Also, component (d) RURAL FINANCIAL SERVICES, sixty-five percent (65%) equivalent to three MILLION HUNDRED AND NINETY-FIVE THOUSAND SIX HUNDRED AND SEVENTY DOLLARS FROM THE UNITED STATES OF AMERICA (US$3,295,670.00) will be allocated to the production of basic grains. Finally, the component (e) COORDINATION OF PROJECTS AND INSTITUTIONAL STRENGTHENING FOR RURAL DEVELOPMENT, sixty-five percent (65%) equivalent to TWO MILLION FIVE HUNDRED AND NINETY-SIX THOUSAND DOLLARS FROM THE UNITED STATES OF AMERICA (US$2,596,030.00)
In relation to the execution period of the project described above, the project must be executed within five years counting from the entry into force of the project, i.e. when the Project Executive Unit enters into functions.
Art. 3. This Decree shall enter into force from the day of its publication in the Official Journal.
