THE LEGISLATURE OF THE REPUBLIC OF EL SALVADOR, CONSIDERING
:
I.- by Legislative Decree No. 405, dated July 1, 2010, published in the Official Gazette No. 133, Volume No. 388, 15 of the same year, authorized the Executive Branch in the Field of Finance, that by means of the holder or the official appointed by him, subscribe on behalf of the State and Government of the Republic of El Salvador, a Loan Agreement with the International Bank for Reconstruction and Development, IBRD, in the amount of US $ 50,000,000.00 to finance implementation Project "Income Protection and Employability".
II.- in harmony with the aforementioned Legislative Decree, dated July 19, 2010, was signed the aforementioned Loan Agreement, being the No. 7811-SV, which was approved in its entirety by Legislative Decree No. 439, dated August 12, 2010, published in the Official Gazette No. 157, Volume No. 388, 25 of the same year.
III.- That pursuant to Article III - Draft of the Convention, the Technical Secretariat of the Presidency of the Republic will run the Component C) Support for the Design and Development of Universal Social Protection System in the amount of $ 2,300,000, comprising the implementation of technical assistance project (not investment) Code No. 30029 entitled "Support for the Design and Development of Universal Social Protection System (IBRD 7811-SV)".
IV.- That during fiscal 2011, was incorporated in the Budget Law, in the part that corresponds to the Presidency of the Republic, an amount of $ 956.600, which was materialized through the Legislative Decree No. 751 dated June 9, 2011, published in the Official Gazette No. 113, Volume No. 391, 17 of the same year; which it will only be executed $ 63,378.50, which currently is available $ 2,236,621.50, which are not scheduled in the Budget Law for the fiscal year Fiscal 2012, approved by Legislative Decree No. 918, dated November 23, 2011, published in Official Gazette No. 236, Volume No. 393, December 16 the same year.
V.- That for the current fiscal year 2012 is required to use the amount of $ 1,487,700 to continue the implementation of the Project related in the third recital of this decree; so, in order that the Technical Secretariat of the Presidency of the Republic to have the budgetary provision to enable the strengthening of institutional capacity to implement the Universal Social Protection System, it is necessary

incorporate relevant reforms of revenue and expenditure of the budget law.
THEREFORE,
in exercise of its constitutional powers and initiative of the President of the Republic, through the Minister of Finance, DECREES:
Art. 1. In the current Budget Law, Section-A STATE BUDGET, the following modifications are made:
1. In paragraph II-INCOME, item 31 Public Debt has 314 Contracting of external borrowing, the specific source increméntase 31404 From Multilateral Organizations, with the amount of US $ 1,487,700, as follows:
Loan No.7811-SV, signed with the International Bank for Reconstruction and Development, IBRD resources allocated to finance the project "Income Protection and Employability", approved by Legislative Decree No. 439, dated August 12, 2010, published in the Official Journal No. 157, Book No. 388, 25 of the same year. (Presidency of the Republic). US $ 1,487,700
2. EXPENSES in paragraph III, in the part corresponding to the Presidency of the Republic, literal B. Resource Allocation in the Budget Unit 05 Technical Secretariat hereby added work 03 Line Support Design and Development of Universal Social Protection System ( IBRD loan No. 7811-SV), with the purpose, allocation of expenses, amount and respective draft public investment, as follows:
