1 index Legislative Decree No. 1060 the Legislative Assembly of the Republic of EL SALVADOR, considering: I.-that by Decree legislative number 490 date July 26, 2001, published in the Official Journal No. 153, vol. No. 352 of August 17 of the same year, adopted the Act of production, industrialization and marketing of the sugar agro-industry of El Salvador which is intended to regulate relations between sugar mill or sugar and the sugar cane growers.
II.-that in accordance with article 4 of the aforementioned law, created Council Salvadoran of the agribusiness sugar (CONSAA), as a State agency with administrative autonomy and its own patrimony, which is the authority responsible for the implementation of the aforementioned law.
III.-that in accordance with article 11, no. 13) of the Act, the CONSAA must submit to the Ministry of finance its draft budget of expenditure from investments for their inclusion in the General budget of the State and in accordance with article 16 of the same law, the budget of expenditure and annual investments of the Council will be financed with a contribution made by the producers of sugar cane and sugar mill or sugar for each pound extracted sugar.
IV.-which by Legislative Decree No. 984 of dated January 19, 2012, published in Official Journal No. 18, volume no. 394 of the 27th of the same month and year, was established at $0.000578 contribution which should provide cane growers and sugar mill or Mills, per pound of sugar extracted during the harvest 2011 / 2012; which will serve to finance budget expenditures and annual investments of the CONSAA, for the fiscal financial year 2012, in line with article 16 of the Act referred to in the previous recital.
V with the purpose that the CONSAA, can use the contribution resources that enable its operation, it makes necessary to incorporate such funds in the current budget law, which was approved by Decree legislative No. 918, dated November 23, 2011, published in the Official Journal No. 236, volume no. 393 on December 16 of the same year.
