INDEX LEGISLATIVE DECREE No. 13
THE LEGISLATURE OF THE REPUBLIC OF EL SALVADOR, CONSIDERING
I.- by Legislative Decree No. 329 dated April 15, 2010, published in the Journal official No. 76, Volume No. 387 of April 27 the same year, authorized the Executive Branch in the Field of Finance to by the holder or the representative he appoints, subscribe on behalf of the State and Government of the Republic of El Salvador the Loan Agreement No. 2015 with the Central American Bank for Economic Integration (BCIE), for an amount of up to oNE HUNDRED FORTY-THREE MILLION FOUR HUNDRED THIRTY-THREE THOUSAND EIGHT HUNDRED SEVENTY DOLLARS oF tHE UNITED STATES oF AMERICA (US $ 143,433,870) to finance the implementation of the "Program for the Development of Social Infrastructure and Prevention Vulnerability".
II.- in harmony with the aforementioned Legislative Decree, dated May 4, 2010, was signed the aforementioned Loan Agreement, which was approved in its entirety by Legislative Decree No. 370 dated 27 May 2010, published in the Official Gazette No. 107, Volume No. 387 of June 9 the same year.
III.- That the "Program for the Development of Social Infrastructure and Prevention Vulnerability" includes among other items, to transfer resources to the Ministry of Justice and Public Security to run it Component Community Prevention and Youth Rehabilitation through of different projects; in that sense, in fiscal 2011 the project entitled "Program for Prevention of Violence and Crime" with an amount of $ 1,000,000 under the said loan was scheduled; however, as of December 31, 2011, only the amount of $ 310.568 were executed because of the 8 sub-projects planned to be carried out, only 3 were awarded, whereas 2 deserts declared and 3 are pending No Objection to CABEI, so this time incorporating the available balance of $ 689.432 is requested.
IV.- That by Legislative Decree No. 918 dated November 23, 2011, published in the Official Gazette No. 236, Volume No. 393 of December 16 of the same year, the Budget Law for the financial year was approved tax in 2012, in which only programmed resources from Loan No. 2015 signed with the Central American Bank for Economic Integration (BCIE) to the value of $ 1,145,000 to finance the project "Rehabilitation Farm Youth in Conflict with the Juvenile Criminal Law are Ilobasco, Department of Cabañas "component comprised within the Community Prevention and Youth Rehabilitation; so it is necessary to incorporate additional resources of that loan in the amount of $ 689.432, to cover the outstanding commitments of improvement and
works construction project creep "Prevention Program Violence and Crime".
V.- That in order that the Ministry of Justice and Public Security may have budgetary coverage needed to continue the implementation of Community Prevention Component and Youth Rehabilitation through drag project "Prevention Program Violence and Crime ", is required to incorporate the Budget Law resources under the Loan No. 2015 up to the amount of SIX HUNDRED EIGHTY NINE THIRTY-TWO THOUSAND FOUR HUNDRED DOLLARS oF tHE UNITED STATES oF AMERICA (US $ 689.432).

Art. 1. In the current Budget Law, Section -A "State Budget", the following modifications are made:
1. In part II- EARNINGS, Heading 31 public debt, has 314 Contracting of External Borrowings, 31404 increméntase the specific source multilateral organizations, as well:

2. In the III- EXPENSES hand, it is corresponding to BOUQUET OF JUSTICE AND PUBLIC SAFETY, Budget Unit 10 DEVELOPMENT OF INVESTMENT, increméntase Working on Lines 02 Community Prevention and Youth Rehabilitation (BCIE 2015) and 03 BCIE Loan Counterpart 2015, the following amounts:
