1 index Legislative Decree Nº 99 the Legislative Assembly of the Republic of EL SALVADOR, considering: I.-that the Constitution provides in article 168, ordinal 15 ° attribution of the President of the Republic is to ensure the efficient management of public affairs.
II.-that by Legislative Decree No. 353 of dated October 19, 1989, published in the Official Journal No. 200, volume no. 305 of 30 of the same month and year, issued the law of the Salvadoran Coffee Council.
III.-that because of this, it is necessary to establish the legal powers that allow public administration select more competent private sector officials, through the opening and diversity of ideas, what must be the respective legal reform.
Therefore, use of his constitutional powers and at the initiative of the President of the Republic through the Minister of agriculture and livestock.
DECREES the following: reforms to the law of the SALVADOREAN Council of the coffee article 1.-replace in article 7, the number II), with the following: "II) Sector private four elected representatives and appointed by the President of the Republic an open list of candidates of Union entities of the private company with legal personality, of non-governmental organizations with legal personality related to the object of the Act" trade unions of enterprises also related to the object of this and universities accredited by the Ministry of education offering careers related to agriculture and the economy. The entities mentioned that wish to include candidates in the list must select them according to your ordering internal. The procedures concerning the present article will be regulated by law".
Article 2.-representatives of the Coffee Association of El Salvador, of the Unión de Cooperativas de Cafetaleros de R.L. (UCAFES R.L.), of the cooperative associations of the agrarian reform that are producers, Millers and exporters of coffee and the Salvadoran Association of Millers and exporters of coffee (ABECAFE), appointed on the date of entry into force of this Decree will last in their functions until the 31 August 2012 except that already have been named the 2 index legislative representatives in accordance with the present Decree or are new appointments according to the provisions of the present reform, in which case will continue serving, insofar as they do not perform this process.
Article 3.-this Decree shall enter into force eight days after its publication in the official journal.
