1 index Legislative Decree No. 89 the Legislative Assembly of the Republic of EL SALVADOR, considering: I.-that article 168, ordinal 15th of the Constitution establishes that it is attribution and obligation of the President of the Republic to ensure the effective management of public affairs;
II. that by means of Legislative Decree No. 137 of date 18 September 1948, published in the Official Journal No. 210, volume no. 145, of 27 of the same month and year, issued the law of the of the Río Lempa hydroelectricity;
III.-that it is necessary to establish the legal powers that allow public administration select more competent private sector officials, through the opening and diversity of ideas; so it is necessary to introduce relevant reforms to the law referred to in the previous recital.
POR_TANTO, in use of his constitutional powers and at the initiative of the President of the Republic, by the Minister of economy, DECREED the following: reforms to the law of the Commission Executive HIDROELÉCTRICA del Río LEMPA article 1.-reforming article 3, point (c)), follows: "c) a Director elected by the Banco de Fomento Agropecuario."
Article 2.-the representative of banks operating in the Republic which is appointed to the date of entry into force of this Decree, will last in their functions until the 31 of August 2012, unless the Director in accordance with this Decree has already been appointed or is in process the new appointment, according to the provisions of the present reform in which case it will continue serving, as long as you do not perform this.
Article 3.-this Decree shall enter into force eight days after its publication in the official journal.
