1 index Legislative Decree No. 92 it Assembly Legislative of the Republic of EL SALVADOR, whereas: I.-that the Art. 168, ordinal 15 ° of the Constitution of the Republic, sets that is attribution and obligation of the President of the Republic, ensure by it effective management and realization of them business public;

III.-that is necessary establish them competencies legal that allow to it administration public, select to them officials of the sector private more competent, by means of the opening and diversity of them proposed, by what comes introduce them corresponding reforms to the law to is concerns the whereas previous;
(Therefore, in use of their faculties constitutional and to initiative of the President of the Republic, by means of the Minister of works public, transport and of housing and development urban, DECREED them following: reforms to the law of the Fund national of housing POPULAR Art. 1.-replace is in the Art. 6 the letter e) and add is a subsection end in said article of it following way : "(e) a owner and an alternate elected and appointed by the President of the Republic, of a list open of candidates of them associations of engineers civil and architects, of the College of architects of El Salvador, of them entities Guild with personality legal of the sector private that is play in the area of the construction and of them unions of companies dedicated to the construction." Referring to the literal present procedures will be regulated by law;"" (Las entidades mencionadas en la letra e), wishing to include candidates on the list, must select them according to their domestic system. "
Article 2.-the owners and alternate members, elected from among its members by associations of civil engineers and architects, the Architects Association of El Salvador and guilds of private-sector employers in the construction, with legal personality, that are appointed to the date of entry into force of this Decree, will last in its functions until 31 August 2012 except that has already been named the new representative in accordance with the present Decree 2 index law or that is in process the new appointment, according to the provisions of the present reform, in which case will continue serving as soon as you do not perform this.
Article 3.-this Decree shall enter into force eight days after its publication in the official journal.
