1 index Legislative Decree No. 98 the Legislative Assembly of the Republic of EL SALVADOR, considering: I.-Art. 168, ordinal 15 ° of the Constitution, establishing that it is attribution and obligation of the President of the Republic, to ensure effective management and conduct of the public business;
II. that by means of Decree-Law No. 582 of 18 October 2001, published in Official Journal No. 198, vol. No. 353 of 19 of the same month and year, aired the organic law of Civil Aviation;
III.-that it is necessary to establish the legal powers that allow the public administration, select more competent private sector officials, through the opening and diversity of ideas, what must be the corresponding reforms to the law referred to in the previous recital;
POR_TANTO, in use of his constitutional powers and at the initiative of the President of the Republic, by the Minister of public works, transport and housing and urban development, DECREED the following: reforms to the law organic DE aviation CIVIL article 1.-replace article 8 paragraph first, subsection 3) with the following: "3) two directors from the non-governmental sector" elected and appointed by the President of the Republic, an open list of candidates of the Union entities of the private company with legal personality, non-governmental organizations with legal personality related to the theme of aviation and universities accredited by the Ministry of education. Mentioned entities wishing to include candidates on the list, must select them according to their domestic systems. The procedures concerning the present article will be regulated by law."
Article 2.-the directors appointed by the President of the Republic's two shortlists proposed by the National Association of the company private that are appointed to the date of entry into force of this Decree, last in their functions until the 31 of August 2012, unless they have already been appointed representatives in accordance with the present Decree or new appointments is in process , in accordance with the provisions of the present reform in which case will continue serving as soon as you do not perform this.
