1 index Legislative Decree Nº 108 LA Legislative Assembly of the Republic of EL SALVADOR, considering: I.-that by Decree legislative Nr. 180, dated November 12, 2009, published in the Diario official No. 213, volume no. 385, of 13 of the same month and year, approved the special budget of Social investment, PEIS, for the period 2009-2011, for an amount of US$ 300,000,000 intended to finance programs or projects of social interest, by whose means were allocated to the Education Sector the amount of US$ 50,000,000, of which US$ 30,000,000 were intended for the field of education and US$ 20,000,000 to the University of El Salvador.
II. resources authorized to the field of education amounting to US$ 30,000,000 were intended to finance the program of improvement of infrastructure in schools rural and urban national for US$ 24,000,000, comprising 75 projects to effect of benefit equal number of schools throughout the country; Program of minor repairs in schools nationwide amounting to US$ 3,000,000 and the staffing program of school furniture for schools nationwide for US$ 3,000, 000.
III.-. that based on article 3, letter h), of the Decree legislative Nr. 180 before SAFI No. 01/2010 instructions and related standards for the management and execution of the extraordinary budget of Social investment, PEIS, dated May 14, 2010, reformed by Amendment No. 01/2012 dated January 24, 2012, at which stipulates that in those cases where it is necessary You may extend the validity of the extraordinary budget for an additional period of one year, the field of education moved resources not executed in 2011 by $5,256,020.06 to the present fiscal year 2012, thus distributed: $4,336,361.76 for the program of improvement of the infrastructure in centres at the national level, urban and rural school in order to continue with the execution of 23 projects in an equal number of schools; $851,917.69 for the program of minor repairs in schools nationwide and $67,740.61 for the staffing program of school furniture for schools nationwide.
IV.-that of the 23 projects carried over the program of improvement of infrastructure in rural and urban schools nationwide, the field of education proposes that there are 9 projects worth a total of $2,850,110 which may not be executed due to legal problems posed by real estate where several schools, so it is required to replace them with 9 new projects amounting to the same value , with which is benefit 61 schools nationwide that need 2 legislative index of urgent attention in its buildings, by repairs and/or restorations.
V that can have the budget allocation for the implementation of the new investment projects, with the purpose that such portfolio of State is necessary to introduce reforms in the part corresponding to the field of education, in the section III the referred Social investment budget extraordinary expenses.
