DECREE No. 127 THE LEGISLATURE OF THE REPUBLIC OF EL SALVADOR, CONSIDERING
:
I.- by Legislative Decree No. 554, dated June 2, 1993, published in the Official Gazette No. 143, Volume No. 320, of July 29 of that year, the Vocational training Act was issued, which aims to regulate the scope, extensions and how it should be put into force the training system professional established in the Constitution of the Republic.
II.- That the Act, the National Institute of Vocational Training, INSAFORP was created as an autonomous institution with legal personality, under whose responsibility is the management and coordination of vocational training system for training and qualification human, public and private resources.
III.- That, in order that that autonomous institution meets in better shape with its powers, it is necessary to strengthen its institutions, leading to the realization of adjustments and modifications to its guideline and management structure to better compliance the object that law that autonomous institution trace, so it is necessary to issue the relevant provisions.
THEREFORE,
in exercise of its constitutional powers and initiative of the President of the Republic, through the Minister of Labour and Social Welfare, and the deputies Emma Julia Fabian Hernandez, Marta Lorena Araujo, Dario Alejandro girls and Santiago Flores Alfaro.
DECREES the following:
AMENDMENTS TO THE LAW OF VOCATIONAL TRAINING.
Art. 1. reformed Article 8 as follows:.
"Art 8. The Board of Directors will have a tripartite structure, formed by the government sector, employer and shall be composed of twelve members and twelve alternates owners.. , as follows:.
1- for the government sector, four representatives and their substitutes, appointed by the Ministries of Labour and Social Welfare, Education, Economy and Foreign
2- by employer sector, four representatives and their substitutes.


2 3- in the labor sector, four representatives and their substitutes.
the Ministries of Labour and Social Welfare, Education, Economy and Foreign Affairs, appoint each through Executive Agreement, the director and Alternate to represent the government sector on the Board of INSAFORP.
employers' representatives to serve on the Board of the National Institute of Vocational Training will be elected and appointed by the President of the Republic, an open candidates of employers' organizations with legal entity duly approved list. The entities referred to in this paragraph, candidates who wish to include in the list, must select them according to their national law.
The workers' representatives to serve on the Board of INSAFORP shall be elected by the confederations and federations of unions with legal personality, duly approved.
The regulations of this law shall establish the procedure for electing the employer and labor sectors. "
Art. 2. reformed the Art.9, as follows:..
"Art 9. The Board of Directors shall consist of a President, a Vice-Chairman and ten Directors
The President and Vice President shall be appointed by the President of the Republic, from among the representatives of the government sector. * declared unconstitutional
the President shall be the legal representative of INSAFORP and in his absence for any reason, will be replaced by the Vice President and in his absence, by a person designated the Board. in the event that the Vice President replaces the President, substitute who does Vice President, will be the alternate representative of the Ministry to which it perteneciere. "
Art. 3. TRANSIENT. The current members of the Board of INSAFORP completed its tasks from the date on which the new directors are appointed as provided in these rules.
Art. 4. This Decree shall enter into force eight days after its publication in the Official Journal.
