THE LEGISLATURE OF THE REPUBLIC OF EL SALVADOR, CONSIDERING
.
I. That Article 1 of the Constitution of the Republic recognizes as a person every human being from the moment of conception. It also recognizes the human person as the origin and purpose of the activity of the state, which is organized for the attainment of justice, legal security and the common good; therefore it is the obligation of the State to assure the inhabitants of the Republic enjoy liberty, health, culture, economic welfare and social justice.
II.- by Legislative Decree No. 910 dated November 17, 2011, published in the Official Journal No. 24, Volume 394 dated Feb. 6, 2012, the General Youth Law, which aims to be issued, among others, guaranteeing the fundamental rights of young people and promote their political, social, cultural and economic participation, in terms of equity and solidarity.
III.- to comply with those objectives and taking into account the economic reality of our country, it is necessary to provide young people the process of legalizing their organizations, in order that they can enforce their rights; thus guaranteeing better opportunities in order to achieve equitable inclusion in the country's development.
THEREFORE,

DECREES the following:
GENERAL REFORM ACT OF YOUTH
Art. 1. Incorporate an Art 37a, as follows:.

"Art. 37 BIS.- For its promotion, be exonerated youth organizations from payment of fees in the Register of Associations and Foundations Nonprofit Ministry of the Interior, as well as who causes the publication of the statutes in the Official Journal " .
Art. 2. Refórmese the first paragraph of Article 35, as follows:.
"Art. 35.- The Heritage Institute shall consist of the following assets and resources: "
Art. 3. Refórmese the first paragraph of Article 37, as follows:.
"Art. 37. The Institute shall be subject to the supervision of the Court of Accounts of the Republic ".
Art. 4. This Decree shall enter into force eight days after its publication in the Official Journal.
