1 index Legislative Decree No. 140 LA Legislative Assembly of the Republic of EL SALVADOR, considering: (I).-in accordance with rule 131, ordinal º 22 of the Constitution of the Republic, is Faculty of this organ of State to grant to individuals or populations, titles, honorary distinctions and gratuities consistent with the form of Government established by relevant services to the homeland.
II.-that article 6, literal c) honorary distinctions, rewards and titles Act, establishes that the honorary distinctions of remarkable and distinguished or accomplished, in their order of importance, may be granted to Salvadoran people and foreign residents, when services or contributions that have been given to the homeland, is related to the dissemination and use of science art, culture, education and sport or any other form of altruistic or collective service; such a way that represents an undeniable benefit for the Salvadoran Government or its inhabitants.
III.-that the athlete Luis Hector Morales García, born October 20, 1988, in Sonsonate, in 2005 acquired a disability as a result of a fall from a tree, that left him as diagnosis of a spinal cord injury, kicking off immediately with his physical rehabilitation at the Institute for rehabilitation - ISRI; starting his outstanding career as an athlete, in the year 2006, date in which joined the Salvadoran Association of sport on wheel chair, continuing with the basketball and discovering her true ability was in the discipline of athletics.
IV.-that the athlete Luis Hector Morales García, is a sports talent of National Paralympic, has stood in the discipline of athletics, and who has represented El Salvador in various international events, being the only Salvadoran who participated in the recent Paralympic Olympic Games in London, England.
V under the aforementioned merits, it is coming to give the honorable distinction of "distinguished SPORTSMAN of EL SALVADOR", the athlete Luis Hector Morales Garcia, who with their effort, hard work and dedication, has put on high the name of El Salvador.

Decree: Article 1.-declare the athlete Luis Hector Morales García, "distinguished SPORTSMAN of EL SALVADOR", than with your effort, dedication and devotion, has put on high the name of El Salvador.
Article 2.-this Decree shall enter into force eight days after its publication in the official journal.
