1 index Legislative Decree No. 151 LA Legislative Assembly of the Republic of EL SALVADOR, considering: I.-which in accordance with article 131, paragraph 22 of the Constitution of the Republic, is Faculty of this organ of State grant to individuals or populations, titles, honorary distinctions and gratuities consistent with the form of Government established by relevant services to the homeland.
II.-that article 6, literal to) the law of honorary distinctions, rewards and titles, establishes that the nomination of "son or daughter Mariasela of El Salvador" is a very high distinction and will be awarded to the Salvadoran people who engage in or have engaged in humanitarian and altruistic activities, or their momentous contributions or services to human knowledge , in such a way, that said provide represent national, regional or universal benefit.
III.-that the Dr. Mélida Anaya Montes, born in Santiago Texacuangos, Department of San Salvador, on May 17, 1929, who dies in Managua, Nicaragua, on April 6, 1983, studied teacher at the Normal School of San Salvador, and graduated as a doctor in education of the University of El Salvador.
IV.-that the Dr. Anaya Montes, considered icon of Salvadoran women, was a prominent political and academic who helped significantly with their effort, the vindication of the rights of the teaching staff through their participation in trade union activities, through which was obtained the respect and dignity of the national Magisterium, which had as a result, employment stability to the law of the teaching career and medical hospital services among others.
V within the legacy that is inherited, found his thoughts of struggle and effort that positioned her as a pioneer in the policy in a historical moment in which women do not easily excelled at political level; still some of his most important works: the social studies: his influence on the way of life of peoples and the techniques of their teaching (1965), the Integral approach of education and its relations with the socio-economic development in El Salvador (1969) and on the independence of Latin America in General and Central America in particular (1968).
VI.-that the Dr. Mélida Anaya Montes, devoted his life to the search for progress and development of human, labour, civil and political rights of Salvadoran women and men, standing out as a teacher of students and teachers, as organizer and social fighter and as a precursor to the development of 2 legislative index pedagogical knowledge that have contributed so far to the integral formation of teachers and their dignification leaving a legacy of the greatest importance for El Salvador may enjoy greater freedoms and democratic practices, constituting itself as a commendable defender and guarantor of those rights.
VII.-that, pursuant to the aforementioned merits, is coming to declare to the Dr. Mélida Anaya Montes, "daughter Mariasela of El Salvador", post-mortem, by having dedicated his life to the vindication of the human, labour, civil and political rights of Salvadoran women and men, as well as his outstanding career as a precursor of the development of pedagogical skills that have contributed to the date to the comprehensive training and upgrading of teachers.
Therefore, use of his constitutional powers and at the initiative of the deputies and members: Othon Sigfrido Reyes Morales, Francisco Roberto Lorenzana Durán, Lorena Guadalupe Peña Mendoza, Irma Lourdes Palacios Vásquez, Nery Arely Díaz de Rivera, Emma Julia Fabián Hernández and Sonia Margarita Rodríguez Sigüenza; and the legislature 2009-2012 Deputy Gilberto Rivera Mejía; and with the support of the members: Marta Lorena Araujo, Dina Yamileth Argueta Avelar, Dario Alejandro girls Argueta, José Dennis Córdova Elizondo, José Álvaro Cornejo Mena, Carlos Cortez Hernandez, Blanca Noemi Coto Estrada, Rosa Alma Cruz Marinero, Antonio Echeverría Veliz, Santiago Flores Alfaro, Iris Marisol Guerra Henríquez, José Augusto Hernández González, Karina Ivette Sosa de Lara, Benito Antonio Lara Fernández , Audelia Guadalupe López de Kleutgens, Hortensia Margarita Lopez Quintana, Rodolfo Antonio Martínez, Guillermo Francisco Mata Bennett, Rolando Mata Fuentes, Guillermo Antonio Olivo Méndez, Nelson de Jesus Quintanilla Gomez, David Rodriguez Rivera, Jaime Gilberto Valdez Hernandez, Ramon Aristides Valencia Arana and Carlos Mario Zambrano fields.
DECREES: Article 1.-declared Dr. Mélida Anaya Montes, "daughter Mariasela of El Salvador", post mortem, by having dedicated his life to the vindication of human, labour, civil and political Salvadoran women and men rights, as well as for his outstanding career as a precursor of the development of pedagogical skills that have contributed to date, to the comprehensive training and upgrading of teachers.
Article 2.-this Decree shall enter into force eight days after its publication in the official journal.
GIVEN in the blue room of the Legislative Palace: San Salvador, to the four days of the month of October in the year two thousand twelve.
