1 index Legislative Decree Nº 146 LA Legislative Assembly of the Republic of EL SALVADOR, considering: I.-which in accordance with article 131, paragraph 22 of the Constitution of the Republic, is Faculty of this organ of State grant to individuals or populations, titles, honorary distinctions and gratuities consistent with the form of Government established by relevant services to the homeland.
II.-that article 6, literal c) honorary distinctions, rewards and titles Act, establishes that the honorary distinctions of remarkable and distinguished or accomplished, in their order of importance, may be granted to Salvadoran people and foreign residents, when services or contributions that have been given to the homeland, is related to the dissemination and use of science art, culture, education and sport or any other form of altruistic or collective service; such a way that represents an undeniable benefit for the Salvadoran Government or its inhabitants.
III.-that the Lady Ruth Elsa Lozano widow flower, born November 15, 1940, in the city of San Miguel, daughter of don José Santos Yánez and Doña María de el Carmen Lozano, has been characterized by being an active woman in all the fullness of the concept of social and community service, participating in numerous events, which for more than 45 years has been demonstrating, this devotion to making an outstanding cultural, educational and artistic work to the benefit of all Salvadoran society.
IV.-that the altruistic work that has developed, is reflected in his dedication to the Group of older adults "Golden threads", clinic communal Pan American the Instituto Salvadoreño of the insurance Social and to the Committee of women volunteers of the Salvadoran Red Cross, branch of San Miguel, among others. as well as its effort to exalt the name of the Department that is originally, preventing the wrong way, childhood and youth, protecting seniors and migueleña women, through the teaching of moral and religious, transmitted values in the different projects he has done.
V under the aforementioned merits, he is coming to give the Lady Ruth Elsa Lozano widow flower, the honorable distinction of "distinguished artist of EL SALVADOR", in recognition of his altruistic career and artistic work in benefit of the Salvadoran population.
Therefore, use of his constitutional powers and at the initiative of the Deputy of the legislature 2009-2012 Rafael Eduardo Paz Velis.

Article 2.-this Decree shall enter into force eight days after its publication in the official journal.
