INDEX LEGISLATIVE DECREE No. 148
THE LEGISLATURE OF THE REPUBLIC OF EL SALVADOR, CONSIDERING
I.- accordance with Article 131, ordinal 22 of the Constitution of the Republic, is Body power of this State to grant to individuals or populations, titles, honors and rewards compatible with the form of government established by relevant services to the country.
II.- Article 6, paragraph c) of the Act Honorary Distinctions, Awards and Titles, states that honors and Distinguished Merit or Distinction, in order of relevance, may be granted to Salvadoran or foreign residents, when services or contributions that have been given to the country, are related to the dissemination and use of science, art, culture, education and sport or any other form of altruistic or collective service; in such a way that represents an undeniable benefit to the Salvadoran State or its inhabitants.
III the architect Ruben Martinez Bulnes, born on July 7, 1929, in San Salvador, earned his college degree at the Faculty of Engineering and Architecture at the National University of El Salvador; characterized by being one of the greatest exponents of the art in the field of national sculpture, whose works have become an example of how his prodigious hands give life to an extraordinary form and a modern combination of materials, such as copper and glass cut , thereby mixing strength and transparency.
IV.- That the sensitivity of the Architect Ruben Martinez Bulnes, with whom he has created various works; the study and constant dedication to the search for new techniques that allow you to refine each work done has allowed him to develop his immense creative potential, making his integrity as an artist, by excelling as a sculptor, draftsman, painter, inventor, engineer, architect, environmental landscaper, designer, stained glass artist, restaurateur and musician, such as being a true master of the art.
V. That the artistic legacy of this notorious sculptor, has allowed many of his works are part of the national historical memory, spanning more than fifty years has come our territory and which is embodied in unique works , as sculptures Jose Simeon Canas, the New Justice in El Salvador, Christ of La Paz and his masterpiece the Church Nuestra Señora del Rosario, who designed and built from 1964 to 1971, which is located in the Historic Center capital and is regarded by experts as the best example of modern architecture in El Salvador.
VI.- By virtue of his monumental work, consisting of 185 sculptures and 14
public monuments, among many others, his prolific work in the Church of Carmen, Church of Perpetual Help Church San José de la Montaña, Church of the Transfiguration and Church of the Heart of Mary, shown in her talent in sacred art, which certainly confirms that iron in his hands is imbued with the intimate and subjective potential transferred to each work, making noble metal, it is appropriate to grant the honorary distinction of "Notable Sculptor of El Salvador", the Architect Ruben Martinez Bulnes, in recognition of his valuable contribution to the conservation of Salvadoran culture.

Art. 1. Architect Ruben Martinez is declared Bulnes, "NOTABLE SCULPTOR OF EL SALVADOR" in recognition of his valuable contribution to the conservation of Salvadoran culture.
Art. 2. This Decree shall enter into force eight days after its publication in the Official Journal.
