1 index Legislative Decree Nº 147 LA Legislative Assembly of the Republic of EL SALVADOR, considering: I.-which in accordance with article 131, paragraph 22 of the Constitution of the Republic, is Faculty of this organ of State grant to individuals or populations, titles, honorary distinctions and gratuities consistent with the form of Government established by relevant services to the homeland.
II.-that article 6, literal c) honorary distinctions, rewards and titles Act, establishes that the honorary distinctions of remarkable and distinguished or accomplished, in their order of importance, may be granted to Salvadoran people and foreign residents, when services or contributions that have been given to the homeland, is related to the dissemination and use of science art, culture, education and sport or any other form of altruistic or collective service; such a way, that represents an undeniable benefit for the Salvadoran Government or its inhabitants.
III.-that the Professor and Mr. Gerardo Von Santos, born in the city of San Miguel, in the year 1937, graduated from master of urban primary education in the Normal School "Francisco Gavidia" of San Miguel, subsequently conducting different studies, becoming a reference point for their alumni, who, through his writings and research, has managed to motivate and encourage many young people who see in his career an example to follow.
IV.-who in his career has advocated by the founding of various schools of higher education, being a writer and researcher who throughout his career has excelled by his journalistic work and his publications, which include: "biographical essay of the lawyer and priest Daniel Chacón mine, visited of the Pauline fathers in Central America and Panama" , with a foreword by Dr. Jose Bernardo vines Menendez; and a "Chronicles of San Miguel, El Salvador Eastern Metropolis", with a foreword by Lieutenant Colonel Mariano Castro Morán.
V that his valuable career as writer and researcher "Don Francisco Gavidia", did so creditor of several recognitions, like the magisterial Honors Medal in recognition of his outstanding merits as "Distinguished teacher", given by the Municipal Council of San Miguel, in the year 2001; and the Diploma of recognition for his contribution to the historical investigation of El Salvador, awarded by the General archive of the nation, National Palace of San Salvador, in the year 2006.
VI. under the merits before mentioned, is coming to give the honorable distinction of "Notable writer and researcher of El Salvador", Don Gerardo 2 index legislative Von Santos, for his contribution to the historical memory of El Salvador.
Therefore, in use of his constitutional powers and at the initiative of the Deputy of the legislature 2009-2012, Cesar Rene Florentin Reyes Dheming; and the Deputy Lucía de el Carmen Ayala de León.
Decree: Article 1.-declared the Professor and Mr. Gerardo Von Santos, "distinguished writer of EL SALVADOR", for his contribution to the historical memory of El Salvador.
Article 2.-this Decree shall enter into force eight days after its publication in the official journal.
