1 Decree No. 178 the Legislative Assembly of the Republic of EL SALVADOR, considering: I.-that the Constitution states that El Salvador recognizes the human person as the origin and purpose of the activity of the State, which is organized for the attainment of Justice, the legal security and the common good. Also recognized as a human person to every human being from the moment of conception. As a result it is obligation of the State to assure the inhabitants of the Republic, the enjoyment of freedom, health, culture, economic well-being and social justice;
II.-that States that the health of the inhabitants of the Republic, in the same way the Constitution, constitutes a public good. The State and the people are obliged to ensure their conservation and restoration; It will determine the national health policy, will control and supervise their implementation;
III. that by means of Decree legislative number 442 from 26 October of the year 2007, published in the journal official number 214, volume 377 of date 16 November of the same year, was issued the law of the creation of the national system of health;
IV.-that by Legislative Decree, number 1008 dated 22 February of the year 2012, published in the Official Journal No. 43, volume 394 of March 2, the same year, was issued the medicines Act;
V that the national health system is composed of a set of institutions that are part of the public administration interrelated and integrated into its operation, harmonic and systematized way whose purpose is to develop public policies that guarantee the right to health of the population;
VI. to give the former Roman compliance is necessary to reform the law of creation of the system national health, to the representative of the national drug Directorate, part of the Group of public institutions in order to participate in the elaboration of public policies that benefit the Salvadoran population.
Therefore, use of his constitutional powers and at the initiative of MEPs and members William Francisco Mata Bennett, Santiago Flores Alfaro, Rosa Alma Cruz Marinero and Oscar Ernesto Novoa Ayala.

INDEX 2 legislative DECREES the following: reform to the law of creation of the national system of health, issued by Decree legislative No. 442 date of October 26, 2007, published in the official newspaper Nº 214, volume 377 of November 16 of the same year.
Article 1.-added the literal g Art. 2) follows: "g) the National Directorate of drugs."
Article 2.-this Decree shall enter into force eight days after its publication in the official journal.
