1 index Legislative Decree No. 187 the Legislative Assembly of the Republic of EL SALVADOR, considering: (I).-in accordance with rule 131, ordinal º 22 of the Constitution of the Republic, is Faculty of this organ of State to grant to individuals or populations, titles, honorary distinctions and gratuities consistent with the form of Government established by relevant services to the homeland.
II.-that article 6, literal c) honorary distinctions, rewards and titles Act, establishes that the honorary distinctions of remarkable and distinguished or accomplished, in their order of importance, may be granted to Salvadoran people and foreign residents, when services or contributions that have been given to the homeland, is related to the dissemination and use of science art, culture, education and sport or any other form of altruistic or collective service; such a way that represents an undeniable benefit for the Salvadoran Government or its inhabitants.
III.-that the Salvadoran citizen, Mr Jorge Alberto Escobar Borja has worthily represented our country in the fifth edition of the competition world of wine tasters, during the Conference and trade fair conducted by the specialty coffee Association, in Europe, which evaluated the memory and the ability to identify the quality of coffee, resulting in second place among the 30 best tasters in the world framed this way, regarding technical excellence, demonstrating that the development of the Salvadoran coffee production acquires high standards worldwide.
IV.-that under the aforementioned merits, is coming to declare their qualities and virtues as "distinguished taster of EL SALVADOR", Mr Jorge Alberto Escobar Borja, dedication to the profession of sommelier, whose worldwide recognition serves as example and encouragement to workers in the field of coffee.
Therefore, use of his constitutional powers and at the initiative of MEPs: Othon Sigfrido Reyes Morales and Francisco Roberto Lorenzana Duran.
Decree: Article 1.-declared to Mr Jorge Alberto Escobar Borja, "Distinguished taster of EL SALVADOR", in recognition of his qualities and virtues in the efforts of the profession of sommelier, whose worldwide recognition, serves as example and encouragement to workers in the field of coffee.
