1 DECREE No. 197

THE LEGISLATURE OF THE REPUBLIC OF EL SALVADOR, CONSIDERING
:
I.- by Legislative Decree No. 869, dated June 6, 2002, published in the Journal official No. 118, Volume No. 355, 27 of the same year, ratified in all parts of the General Cooperation Agreement between the Government of the Republic of El Salvador and the Government of the Grand Duchy of Luxembourg, on prioritizing projects to combat poverty as one of the essential objectives of cooperation policy.
II.- In the framework of this cooperation, dated December 23, 2011, the Government of the Republic of El Salvador signed with the Luxembourg Agency for Development Cooperation (Lux-Development) of the Grand Duchy of Luxembourg , the Financing Agreement No. SVD / 021- 11 884 to develop an operation of the Common Fund Support Programmatic (FOCAP), for which an amount of € 2,000,000 equivalent to FIVE HUNDRED TWO MILLION SEVEN HUNDRED FORTY THOUSAND DOLLARS SIXTEEN oF tHE UNITED STATES assigned oF AMERICA (US $ 2,516,740) to finance the implementation of the "Community Solidarity Program in El Salvador". III.- That
Support Program Caring Communities is an important component of Universal Social Protection System contained in the Five-Year Development Plan 2010-2014 and represents one of the strategies promoted by the Government of El Salvador, which reaches urban and rural areas and their priority is the reduction of poverty and social exclusion.
IV.- That pursuant to the provisions of Legislative Decree No. 869 cited above and in accordance with the provisions of the code of conduct of supportive communities; and under the provisions of the aforementioned Financing Agreement, the Technical Secretariat of the Presidency of the Republic, through Office STP / SPSU / 0061/12, dated September 6, 2012, assigned the amount of $ 1,384,569 for the development of "Support to Communities Solidarity" (FOCAP) - Component Health, whose resources the Field of Health will use for 2012 the value of $ 1,308,695, which will be used for the execution of three investment projects comprising construction and equipping of two units of Community Health and the creation and equipping of 24 Community Family Health Teams, ECOS in the municipality and Jiquilisco Bay and the village of La Pirraya, Isla San Sebastian, in the department of Usulutan, for a total value of $ 1,140,455 and the amount of $ 168.240 for the provision of 103 seats required for its corresponding operation and functioning.
V. That the execution of the aforementioned projects will expand the coverage of medical services in the above mentioned places, categorized with

population in extreme poverty; so it is necessary to reform the Budget Law approved by Legislative Decree No. 918, dated November 23, 2011, published in the Official Gazette No. 236, Volume No. 393, of December 16 of the same year, incorporating part of Income and Expenses, resources for an amount of ONE MILLION THREE HUNDRED aND EIGHT THOUSAND SIX HUNDRED aND NINETY-FIVE DOLLARS oF tHE UNITED STATES oF AMERICA (US $ 1,308,695), to effect the Field of Health to have the corresponding budgetary appropriations for the development of the Program.
THEREFORE,
in exercise of its constitutional powers and initiative of the President of the Republic, through the Minister of Finance, DECREES
:
Art. 1. In the current Budget Law, Section -A General State Budget, introdúcense the changes indicated below:
A) In Section II - INCOME, Item 22 Capital Transfers, Account 224 Capital Transfers External Sector Specific Source 22404 from Multilateral Organizations increases, thus:

B) In Section III - EXPENSES in the share of the bouquet of Health, literal B. Resource Allocation, Budget Unit 11 would incorporate Common Fund Support Programmatic, FOCAP and Working Line 01 Caring Communities Program as follows:

HUNDRED MILLION EIGHT THOUSAND FIVE HUNDRED NINETY DOLLARS OF THE UNITED STATES OF AMERICA (US $ 1,308,695) shall be applied to the source Duchy of Resources 35 Luxembourg.
Art. 2. This Decree shall enter into force from the day of its publication in the Official Journal.
