THE LEGISLATURE OF THE REPUBLIC OF EL SALVADOR, CONSIDERING
:
I.- Article 131 ordinal 11th, of the Constitution states that it is power to the Assembly legislative, decreeing, in a general way, and tax incentives or benefits of any nature, for the promotion of cultural, scientific activities and any other.
II.- along the coast of El Salvador, there are thousands of low-income families, who are engaged in artisanal fishing as a way to get the income that enable support their families, implying a important source of employment for this population.
III.- That the artisanal fisheries sector in the country, can develop a great business product throughout the national territory, allowing a large percentage of the population supply with these fruits; that productive work is limited to the own efforts of people engaged in artisanal fishing activity.
IV.- That for the reasons stated above, it is necessary actions for the benefit of this important sector of the population, in order to guarantee recognition within society, being from declaring October 23 of each year "National Fishworkers Day".
THEREFORE,
in exercise of its constitutional powers and initiative and Deputies Legislature 2003-2006: Nelson Garcia, Shafik Handal Jorge Handal (RIP) and Irma Amaya; and with support from Congressman Abner Ivan Torres Ventura. DECREES
:
Art. 1. It is declared on 23 October each year, "National Fishworkers Day" in recognition of their productive work and invaluable contribution to the nation.
Art. 2. This Legislative Decree shall enter into force eight days after its publication in the Official Journal.
GIVEN IN THE BLUE ROOM OF THE LEGISLATIVE PALACE: San Salvador, on the twenty eighth day of November in the year two thousand and twelve.
