1 Decree Nº 209 the Legislative Assembly of the Republic of EL SALVADOR, considering: I.-that in accordance with article 131, ordinal 11 ° of the Constitution, Faculty of this legislature is to enact, in General, benefits and tax incentives or of any nature, for the promotion of cultural, scientific, agricultural, industrial, or other.
II. which Psoriasis affects approximately to 3% of the population, is considered a disease of chronic, not transmissible, inflammatory, painful, deforming and disabling, for which there is no cure; and those who suffer from it, have a high risk of a number of conditions of co-morbidity such as diabetes, metabolic syndrome, obesity and hypertension, among others.
III. that within the effects that presents this disease, are the development of psoriatic arthritis, which causes pain, stiffness and swelling in the joints and leads to permanent disfigurement and disability, as well as generates that affected individuals around the world, suffer rejection and social discrimination.
IV.-that by virtue of the foregoing, is from this organ of State to declare October 29 every year, "national day for people with PSORIASIS", with the purpose of creating awareness in society about the effects of this disease.
Therefore, in using its powers constitutional and at the initiative of the Congresswoman Rosa Alma Cruz Marinero, and members: Santiago Flores Alfaro and Guillermo Francisco Mata Bennett.
DECREES: Article 1.-declared October 29 every year, "national day for people with PSORIASIS", with the purpose of creating awareness in society about the effects of this disease.
Article 2.-this Decree shall enter into force eight days after its publication in the official journal.
