1 DECREE No. 248

THE LEGISLATURE OF THE REPUBLIC OF EL SALVADOR, CONSIDERING
:
I.- by Legislative Decree No. 899, dated July 5, 2002, published in the Journal official No. 144, Volume No. 356, 8 August of the same year, ratified in all parts of the conversion Program External Debt, signed on January 22, 2002, between the Government of the Republic of El Salvador and the Government of the Republic of France, in order to contribute to the reconstruction of the basic infrastructure of the Republic of El Salvador;
II.- That pursuant to Art. 2 of Legislative Decree referred to in the previous paragraph, a Fund with resources from the Debt Conversion Program constituted the equivalent of 100% of debt service capital and interest of the indebtedness of the Government of El Salvador with the Republic of France, for the years 1998 to 2022, which will be administered by the Bilateral El Salvador-France Committee consisting of two representatives of the Minister of Finance of the Republic of El Salvador and two representatives of the Minister of Economy, finance and Industry of the Republic of France, who will be responsible for identifying projects to be financed with these resources;
III.- By virtue of the above, by Act No. 17/2012 dated April 20, 2012, the Management Committee Bilateral Fund Debt Conversion Salvadoran Franco, agreed to authorize the Branch of Public Works, transportation and Housing and Urban Development funding of $ 800,000 in order to finance the implementation of projects 5337 "Construction Mitigation Works in Quebrada Arenal Tutunichapa, Colonia Santa Eugenia, Barrio La Esperanza, Municipality of San Salvador, Department of San Salvador "for $ 393.136; 5355 "Construction Mitigation Works in Housing Development El Limon, municipality of Soyapango, Department of San Salvador," for $ 340.318 and 5772 "Building Works Mitigation Cárcava in Cologne Guayacán, adjacent to the school, Municipality of Soyapango, Department of San Salvador ", for $ 66.546;
IV.- That the implementation of these projects will mitigate the risks and damage in 3 areas that currently have high vulnerability and whose risks and damage are increased each winter season, requiring early intervention to promote stability and security to the population directly benefited; and
V. That the current Budget Law, passed by Legislative Decree No. 918, dated November 23, 2011, published in the Official Gazette No. 236, Volume No. 393, of December 16 of the same year not corresponding to the aforementioned Fund resources were included, so the purpose of the bouquet

Public, Transportation and Housing and Urban Development Works may have the budgetary allocation to start the implementation of the projects in question, it is necessary to reform the Act, incorporating part of Income and Expenses, resources for an amount of HUNDRED THOUSAND DOLLARS oF THE UNITED STATES oF AMERICA (US $ 800,000).
THEREFORE,
in exercise of its constitutional powers and initiative of the President of the Republic, through the Minister of Finance, DECREES
:
Art.
A: 1. In the current Budget Law, Section -A STATE BUDGET, the following changes are introduced. In paragraph II - INCOME, Item 22 Capital transfers, transfers Capital Account 224 External Sector, 22403 specifies the source increméntase governments and governmental agencies, as well:
Conversion Program External Debt with France, approved by Decree legislative No. 899, dated July 5, 2002, published in the Official Gazette No. 144, Volume No. 356, 8 August of the same year. $ 800.000.
B. In Section III-expenditure, the share of Bouquet of Public Transportation Works and Housing and Urban Development, Budget Unit 02 Public Works Line work 03 Infrastructure Investment increases with the amount of $ 800.000 and the List of Public Investment projects, incorpóranse 5337 projects with a total of $ 393.136; 5355 in the amount of $ 340.318 and 5772 in the amount of $ 66.546, as follows:

Art. 2. This Decree shall enter into force from the day of its publication in the Official Journal.
