DECREE No. 304 THE LEGISLATURE OF THE REPUBLIC OF EL SALVADOR, CONSIDERING
:
I.- Article 1 of the Constitution states that El Salvador recognizes the human person as the origin and purpose of the activity of the state, which is organized for the attainment of justice, security and legally.
II.- That Article 35 of the Constitution requires the State to protect the physical, mental and moral health of minors and guarantee their right to education and assistance.
III.- That Article 56 of the Constitution states that all citizens of the Republic have the right and duty to receive nursery and primary education to enable them to perform as useful citizens.
IV.- That on December 21, 2010, the Ministers of Education and Agriculture and Livestock signed a cooperation agreement to finance the Presidential VDL, in order to provide fluid milk consumption in the urban and rural school population, in school and basic levels in the departments of Ahuachapan, Sonsonate, Santa Ana and La Libertad and for 2012 covering the departments of La Paz, San Vicente and Chalatenango expanded.
V. That, to protect the physical health of children, you need to take care of their nutrition through expanding coverage VDL Presidential Program.
THEREFORE,
in exercise of its constitutional powers and initiative of deputies: César Humberto Garcia Aguilera, Jose Rinaldo Garzona Villeda, Melvin David Gonzalez Bonilla, Carlos Guzman Walter Coto, Mario Marroquin Mejia, Juan Carlos Mendoza Portillo, Rafael Ricardo Morán Tobar, Manuel Vicente Menjivar Esquivel, Rubio Ronal Rivas, Abilio Orestes Rodriguez Menjivar, Guadalupe Antonio Vásquez Martínez, Santos Adelmo Rivas Rivas, Sigifrido Ochoa Perez, Jose Vidal Carrillo Murillo, Omar Arturo Escobar Oviedo, Rafael Antonio Jarquín, Jose Serafin Orantes Rodriguez, Wilber Alexander Alexis Rivera Monge and Ciro Zepeda Peña.
DECREES the following:
LAW PROGRAM SCHOOL MILK GLASS
Art. 1. the "Glass School Milk Program" is established at national level for all public schools for boys and girls students of preschool and basic education, guaranteeing them at least drinking two glasses of fluid milk, domestically produced, by week.

Art. 2. The State shall allocate annually in the General Budget of the Nation, the resources required for the implementation and execution of this program through the Ministry of Education.
Art. 3. The Ministry of Agriculture will be the institution responsible for establishing mechanisms to ensure the production of fluid milk quality necessary to gradually implement the "Glass School Milk Program" stimulating domestic production without generating shortages in other areas of the population; and monitor good production practices, manufacturing and safety such as animal welfare, nutrition, animal health, hygiene, milk handling and environment in order to ensure product quality that will serve the beneficiaries.
The Ministry of Agriculture will be responsible for promoting livestock development by implementing policies, programs, projects and plans in coordination with the various livestock associations legally constituted, in order to enable the livestock sector to achieve high levels of productivity and competitiveness.
Art. 4. Fluid milk for the "Glass School Milk Program" must be produced and processed in El Salvador, by natural or legal persons of Salvadoran nationality.
Art. 5. To implement the "Glass School Milk Program" can subscribe institutional arrangements necessary to ensure their implementation, any public or private entity, without this meaning avoid compliance with other laws applicable to the matter, as the Law Procurement of Public Administration, among others.
Art. 6. This Act shall come into force eight days after its publication in the Official Journal.
