DECREE No. 338 THE LEGISLATURE OF THE REPUBLIC OF EL SALVADOR, CONSIDERING
I. That pursuant to the provisions of Article 54 of the Constitution, State shall organize the educational system, which will create the institutions and services that are necessary.
II.- also Article 26 of the Higher Education Act stipulates that state institutions of higher education are public corporations with legal personality, its own assets and will be created by legislative decree or executive decree bouquet of education, as appropriate. III.- That
February 20, 2012, by Agreement No. 4685 of board of the legislature, the "Institute of Parliamentary Studies and Constitutional Legislature" was created as a valuable tool for concrete implementation of the development of secondary laws, which aims to provide Members, deputies, advisers and advisers constitutional tools, legal, social and economic, to allow them the objective of the national situation analysis, to bring into the text of the law, as a specific dimension of the rule of law.
IV.- That for a better achievement of the purpose stated in the preceding recital and consistent with the principles of that Higher Education Act, it is necessary to create the Specialized Institute of Higher Education for Parliamentary and Constitutional Formation of the Legislative Assembly , which it may be called, "Institute of Parliamentary Studies and Constitutional Legislature."

Art. 1. Create the Specialized Institute of Higher Education for Parliamentary and Constitutional Training in the Legislature, which may be called "Institute of Parliamentary Studies and Constitutional Legislature" as a public corporation with legal personality and heritage own, governed by the laws governing higher education in the country, the internal regulations of the Legislative Assembly and his statutes, which provisions will be set to its organization and operation.
Art. 2. According to their nature, the Specialized Institute of Higher Education for Parliamentary and Constitutional Formation of the Legislative Assembly, may issue only careers that contribute to the development of legislative functions.
Art. 3. This Legislative Decree shall enter into force eight days after its publication in the Official Journal.
