1 Decree No. 343 the Legislative Assembly of the Republic of EL SALVADOR, considering: I.-that aired the Electoral Code, which in its article 58 establishes that it corresponds to the Supreme Electoral Tribunal a budget annual allocation from the General State budget that covers the needs determined by the Court itself both through Legislative Decree No. 417 dated December 14, 1992, published in the official newspaper Nº 16, volume 318 of 25 January 1993, for its regular budget as the extraordinary, that must be covered for years pre-electoral and electoral, as well as to ensure spending on the development of special projects which in the opinion of the Court are necessary to meet its purposes, anyone who will be the year in which are carried out, in accordance with article 326 of the aforementioned code.
II. that by means of Legislative Decree No. 273 of date of January 24, 2013, published in the official newspaper Nº 27, volume 398 8 February of the same year, the special law for the exercise of the vote from abroad in the presidential elections, through which the system is created so the Salvadorians and Salvadorans living outside the national territory they can exercise their right to vote to elect the President and Vice-President of the Republic from the year 2014.
III.-. that pursuant to article 79, paragraph 8) second subparagraph of the Electoral Code, are obligations of the Court as a collegiate body, among other things, prepare expenditure budgets for the years ordinary, pre-electoral and electoral, so in keeping with that provision and effect of ensuring the Organization and development of the mechanism of the vote abroad in the 2014 elections the Supreme Electoral Tribunal has made the corresponding special extraordinary budget.
IV.-that the Supreme Electoral Tribunal has timely resources that foster participation in the electoral event 2014 the Salvadoran electorate based abroad, is necessary to provide it with the resources to execute through the adoption of an extraordinary special budget.
Therefore, use of his constitutional powers and at the initiative of the President of the Republic, by the Minister of finance, 2 DECREES: article 1.-vote the following extraordinary special budget for the vote from outside 2014, thus: 0300-Supreme ELECTORAL TRIBUNAL A. institutional framework 1. Policy to facilitate voting by the Salvadorans living abroad for the election of President and Vice-President of the Republic in the year 2014, in accordance with the provisions of the special law for the exercise of the vote from abroad in the presidential election.
Systematically disclose the rules clear and precise with respect to vote from abroad for the election of President and Vice-President of the Republic.

DISPOSICIONES SPECIFIC 1. 2. the implementation of the present budget will be in accordance with the provisions of the Electoral Code and the organic law of the State financial administration.
3. the procurement of goods and services, as well as furniture and equipment should be guided strictly by the provisions of the law on procurement and contracting in the public administration (LACAP).
4. this budget must be settled at the latest six months after completed the electoral event, and the remainder if any must return to the General Fund of the nation.

5-5. The Supreme Electoral Tribunal shall be sent to the Ministry of finance quarterly report on budget execution.
6. the Supreme Electoral Tribunal is subsequently subject to control of the Court of accounts of the Republic as established in Article 327 of the Electoral Code.
7. the Supreme Electoral Tribunal may authorize payment of the overtime for employees who earn salaries up to the amount of $1,500, who work in hours outside audience development activities inherent to the 2014 elections.
Article 2.-this Decree shall enter into force from the day of its publication in the official journal.
