1 Decree No. 369 the Legislative Assembly of the Republic of EL SALVADOR, considering: I.-that by Decree legislative number 329, of date April 15, 2010, published in the Official Journal No. 76, volume no. 387, the 27th of the same month and year, is authorized to the Executive Body in the field of finance, so that by means of its holder or official that he designated , it signed on behalf of the State and Government of the Republic of El Salvador, a loan agreement with the Central American economic integration, CABEI, for up to Bank in the amount of US$ 143,433,870.00, resources that would be allocated to finance the implementation of the "programme for the development of infrastructure Social and prevention of vulnerability".
II. that by means of Legislative Decree No. 370, dated May 27, 2010, published in Official Journal No. 107, volume no. 387, 9 June of the same year, was adopted in all its parts the contract of loan BCIE No. 2015, signed with the Central American Bank for economic integration, by an amount of up to US$ 143,433,870.00, to finance the implementation of the "programme for the development of infrastructure Social and prevention of vulnerability" , whose scope included the amount of US$ 433,870, so Consumer Ombudsman executed 5133 project "Strengthening the attention to consumers: decentralizing and improving the capacity response before the emergency services".
III.-that with the purpose of funding the implementation of the project 5133, budget 2011 the Consumer Ombudsman Act programmed resources amounting to $245,140 ($216,935 loan BCIE No. 2015 and $28,205 from General Fund), which were not executed by the institution, since some tendering procedures were not completed and others were declared deserts.
IV.-that the 2012 budget law, such entity scheduled by US$ 245,135 (US$ 216,935 of BCIE No. 2015 and US$ 28,200 from General Fund) for the execution of the same project 5133 and resources by means of Legislative Decree No. 14 of date may 31, 2012, published in the Official Journal No. 107, volume no. 395, June 12 of the same year joined the amount not executed in the year 2011 the loan referred by US$ 216,935; In addition, through agreement institutional No. 580, of June 25, 2012, the Consumer Ombudsman reoriented resources to supplement the payment in return for US$ 28,202; total allocation of US$ 490,272, of which US$ 433,870 were to the CABEI No. 2015 and US$ 56,402 General Fund loan.
V which at the end of the fiscal year 2012, 5133 before project concerned not executed in its entirety, due to delays in administrative processes, leaving a remnant of US$ 23,262.23 corresponding to the concerned loan BCIE No. 2 2015 and US$ 3,165.20 from the General Fund and that the institution requires them to run in its entirety during the present fiscal year of 2013.
VI.-that to effect the Consumer Ombudsman can count with the necessary resources to complete execution of the project 5133 "Strengthening the attention to consumers: decentralizing and improving the capacity response before the emergency services", is required to incorporate in the existing budget law, approved by Decree legislative number 182, dated November 8, 2012, published in the Official Journal No. 228 , No. 397, on December 5 of the same year, taking in the section II - revenue, the amount of twenty-three thousand two hundred sixty and two dollars of the United States of AMERICA (US$ 23,262) and in paragraph III - expenses, in the part corresponding to the field of economy, increase its appropriations budget and the special budget for consumer advocacy amending its budget structure with the same amount and source of funding; In addition, resources are redirected between their own allocations for the payment of compensation amounting to three thousand % sixty and five dollars of the United States of AMERICA (US$ 3,165).
Therefore, in use of his constitutional powers and at the initiative of the President of the Republic, by the Minister of finance, DECREES: article 1.-section - to GENERAL budget of the State, the law of budget, introduces the following modifications: 1. in the part II - revenue, item 31 borrowing public, has 314 recruitment of external borrowing, increase supply specific 31404 agencies multilateral as well: loan no. 2015, signed with the Central American Bank for economic integration, BCIE to finance part of the "program for the development of infrastructure Social and prevention of vulnerability", approved by Decree legislative number 370, dated May 27, 2010, published in the Official Journal No. 107, volume no. 387, on 9 June of the same year. $23,262 2.
