DECREE No. 380 THE LEGISLATURE OF THE REPUBLIC OF EL SALVADOR, CONSIDERING
:
I.- by Legislative Decree No. 164, dated October 18, 2012 published in the Official Gazette No. 196, Volume No. 397, 19 of the same year, authorized the Executive Branch in the Field of Finance, issue Securities up to the amount of EIGHT MILLION DOLLARS oF tHE UNITED STATES oF AMERICA (US $ 800,000,000.00), in order to cover the contingency of early redemption (right of the holder to exercise the put) that provides for the issuance of Eurobonds maturing in El Salvador in 2023;
II.- That the Securities aforementioned worth HUNDRED MILLION DOLLARS OF THE UNITED STATES OF AMERICA (US $ 800,000,000.00), were placed in the International Market on November 28, 2012 and the proceeds of sale it was placed in the special account opened at the Central Reserve Bank of El Salvador to that effect on 5 December of the same year;
III.- That pursuant to Art. 5, paragraph i) of Legislative Decree No. 164 aforesaid, the funds raised by the issuance of securities, shall be used with priority over any destination to meet demand early redemption of Eurobonds maturing in El Salvador in 2023 and up to an amount of EIGHT MILLION DOLLARS oF tHE UNITED STATES oF AMERICA (US $ 800,000,000.00);
IV.- That the date of deadline for early redemption, no holder of Eurobonds referred was presented, which according to the authorization provided in paragraph ii) of the same Art. 5, is he proceeded to use these funds for the payment of LETES up to an amount of FOUR MILLION DOLLARS oF tHE UNITED STATES oF AMERICA (US $ 400,000,000.00);
V. That in accordance with Art. 5, literal iii) and Article 6 of Legislative Decree cited above, to redirect unused funds as set out in paragraphs i) and ii) in different destinations to defined in that Act, it shall be authorized by the Legislature and shall proceed in accordance with the provisions of Article 148 of the Constitution of the Republic;
2 VI.- That by Legislative Decree No. 340, dated March 20, 2013, published in the Official Journal No. 57, Volume No. 398, 22 of the same year, was approved redirect the fate of the remaining resources of the placement of the Securities Credit up to the amount of FORTY MILLION DOLLARS oF tHE UNITED STATES oF AMERICA (US $ 40,000,000.00), for the purpose of financing the Extraordinary Special Budgets for the Electoral Event 2014 for the residential vote and the vote from abroad;
VII.- That by Legislative Decree No. 365, dated April 25, 2013, published in the Official Journal No. 76, Volume No. 399, 26 of the same year, was approved redirect resources remnants of the placement of the Securities Credit up to the amount of THREE HUNDRED SIXTY MILLION DOLLARS oF tHE UNITED STATES oF AMERICA (US $ 360,000,000.00), the amount of FORTY-FIVE MILLION DOLLARS oF tHE UNITED STATES oF AMERICA (US $ 45,000,000.00) for the purpose of financing the payment coverage of liquefied gas subsidy for the months of July to September of this fiscal year, as well as debt payment Public Transportation Subsidy corresponding Passengers for the months of August to December 2012; also authorized the Executive Branch in the Field of Finance to utilize such remaining resources, the amount of THREE HUNDRED FIFTEEN MILLION DOLLARS OF THE UNITED STATES OF AMERICA (US $ 315,000,000.00) to honor commitments outstanding Treasury Bills State of El Salvador, identified as LETES;
VIII.- That to date has created new inescapable and urgent demands that have no budgetary allocation, as they are, the deficit in operating costs of the various secretariats of the Presidency of the Republic, wages and bonuses of 6,300 places for the troops to support the areas of joint security with the PNC, for the months from July to December / 13, the acquisition of specialized equipment to strengthen the actions of public security and coverage payment Subsidy Liquefied Gas the months from October to December this fiscal year;
That
IX.- to give coverage to the demands raised above, it becomes necessary to reorient part of the approved by Decree No. 365 referred to in Recital VII by the amount of resources FIFTEEN HUNDRED MILLION DOLLARS OF THE UNITED STATES OF AMERICA (US $ 315,000,000.00) for the payment of Treasury bills (NCY), in order to incorporate in Section II - Revenue of the Budget Law in force, approved by Legislative Decree No. 182, dated November 8, 2012, published in the Official Gazette No. 228, Volume No. 397, of December 5 of that year, the amount of SEVENTY THREE MILLION FIVE HUNDRED AND FORTY-FIVE HUNDRED THOUSAND DOLLARS oF tHE UNITED STATES oF AMERICA (US $ 73,545,900.00); and in Section III costs, increases the

part corresponding to the Presidency of the Republic with an amount of THIRTY ONE MILLION NINE HUNDRED AND FORTY-FIVE THOUSAND DOLLARS OF THE UNITED STATES OF AMERICA (US $ 31,045,900.00), Ramo of National Defense with the amount of TEN MILLION FIVE HUNDRED THOUSAND DOLLARS oF tHE UNITED STATES oF AMERICA (US $ 10,500,000.00), the Field of Justice and Public Security to the value of SIX MILLION DOLLARS oF tHE UNITED STATES oF AMERICA (US $ 6,000,000.00) and the bouquet of Economy with the amount of TWENTY-SIX MILLION DOLLARS OF THE UNITED STATES OF AMERICA (US $ 26,000,000.00);
THEREFORE,
in exercise of its constitutional powers and initiative of the President of the Republic, through the Minister of Finance, DECREES
:
Art.
A: 1. In the Current Budget Act, section-A General State Budget, the following changes are introduced. In Section II - INCOME, Item 31 Public Debt, Account 312 Placements Securities in the foreign market, the specific source increméntase 31201 bonds with the value of $ 73,545,900.00.
B. In Section III - CURRENT, on the part corresponding to the Presidency of the Republic and the Branches of National Defense, Justice and Public and Economic Security, amend paragraph 4 - Budget Allocation by Category Grouping, Source of Funding and Economic Destination and in the Field of Justice and Public Security, incorporated in paragraph 5 - List of Public Investment Projects, the "Implementation of a Video Camera System Nationwide" project, as described below:

Art. 2. This Decree shall enter into force from the day of its publication in the Official Journal.
