DECREE No. 405 THE LEGISLATURE OF THE REPUBLIC OF EL SALVADOR, CONSIDERING
:
I.- by Legislative Decree No. 232, dated December 14, 2012, published in the Official Journal No. 8, Volume No. 398 of 14 January 2013, the Special Law for the Establishment of the Fund for the Care of Victims of Traffic Accidents (Fonat) was issued, establishing in its Art. 20, people and institutions that are exempt from the special contribution that law refers to.
II.- that the Multilateral Treaty on Free Trade and Central American Economic Integration, provides that each Contracting State shall retain full freedom of transit through its territory to transport goods destined for any of the other recipients or coming from States.
III.- That in order to ensure the life and health of victims of traffic accidents, vehicle owners charge of foreign countries, acquire insurance coverage at the level of the Central American region Accident or damage to third parties.
IV.- That for the reasons stated above, it is necessary to amend the Act refers to the first recital of this decree, in order to exclude the payment of the special contribution to freight vehicles with license plates foreign countries, having insurance coverage in effect at the level of Central America, including El Salvador.
THEREFORE,
in exercise of its constitutional powers and initiative of Deputy Rigoberto Soto.
DECREES the following:
REFORM ACT TO THE CONSTITUTION SPECIAL FUND FOR VICTIMS OF ATTENTION TO TRAFFIC ACCIDENTS (Fonat)
Art. 1.- following should be incorporated one second paragraph to Article 20 as well.
"Also, freight vehicles with license plates from foreign countries, who have insurance coverage in effect at the level of Central America, including El Salvador, accident and / or damage to third parties guaranteeing health benefit and economic benefit to all persons in El Salvador proves affected by accident. "

Art. 2. This Decree shall enter into force eight days after its publication in the Official Journal.
