1. Decree No. 426, the Legislative Assembly of the Republic of EL SALVADOR: I.-that by Decree legislative Nr. 725, dated September 30, 1999, published in Official Journal No. 208, volume no. 345, of November 9 of the same year, was ratified throughout the framework Convention on the execution of the financial aid and technical and economic cooperation in El Salvador under regulation kayqubad signed on 17 May 1999 between the Government of the Republic of El Salvador and the European Community, represented by the Commission of the European communities.
II. Article 3 of the framework Convention designated above established that all cooperation project selected by the aforementioned Commission can give rise to a specific financing agreement between the Commission, acting on behalf of the European Community and the Government of the Republic of El Salvador or the authorities of the public bodies mentioned in article 6 of the Convention , which could be: the State, the administration decentralized and them communities local, among others.
III.-that the Government of the Republic of El Salvador signed with the European Union the funding agreement No. DCI-ALA/2011/022-647 for the implementation of the "programme support to Community solidarity in El Salvador (PACSES)", in an amount equivalent to US$ 47,400,000€ dated 27 October 2011, 61,823,820 estimated at the rate of exchange of $1.3043 which 45,000,000€ equivalent to US$ 58,693,500 will be allocated to budget support and 2,400,000€ equivalent to US$ 3,130,320 to help Complementary, with a duration of 60 months, starting from the entry in force of said agreement.
IV.-that in accordance to the set the Decree legislative Nr. 725 earlier mentioned and as set forth in the code of conduct of supportive communities and within the framework of the administrative regulations of the respective funding agreements, the Secretariat technique of the Presidency of the Republic, through nursing STP-SPSU/0061/12, dated September 6, 2012 ", assigned to the National Commission for Micro and small enterprises, CONAMYPE, the amount of € 630,023.75 equivalent to $822,181 for the fiscal year 2012, of which $421,978 would be allocated to the project 5779" strengthening and promotion of the Social Entrepreneurship in the municipalities of Jiquilisco, Usulutan and San Juan Opico, La Libertad "and $400,203 for the 5780 project"strengthening Micro-and small enterprises producing footwear Uniforms and useful school children at the national level".
V that through Legislative Decree No. 218, dated December 6, 2012, published in Diario official No. 232, volume no. 397 of 11 of the same month and year, to the field of Economics strengthened you budgetary allocations in the amount of US$ 822,181, to be transferred to the National Commission of 2 Micro and small business , CONAMYPE, in order to carry out the execution of the projects 5779 "Strengthening and promotion of entrepreneurship in the municipalities of Jiquilisco, Usulutan and San Juan Opico, freedom", at a cost of $421,978.23 and the 5780 project "Strengthening Micro-and small enterprises producing footwear, uniforms and useful school children at the national level", by US$ 400,203, amounts which for the limited time available for their respective implementation to they were not required by the Commission, being available in its entirety, within the referred field assignments.
VI.-with the purpose that the National Commission for Micro and small business, CONAMYPE, dispose of the necessary resources for the implementation of projects in reference, it is necessary to reform the budget law approved by Decree legislative Nr. 182, dated November 8, 2012, published in Official Journal No. 228, volume no. 397, on December 5 of the same year , incorporating in the part of revenues and expenses, resources up to an amount of eight hundred twenty-two thousand cent eighty and a dollars of United States of AMERICA ($822,181).

Article 2.-this Decree shall enter into force as from the day of its publication in the official journal.
