1 Decree Nº 429 the Legislative Assembly of the Republic of EL SALVADOR, considering: I.-that the 18 October 2012 the proceedings end of the Conference of Plenipotentiaries of the International Telecommunication Union, Marrakesh 2002, containing amendments to the Constitution and Convention of the ITU (Geneva, 1992), were subscribed with the amendments adopted by the Plenipotentiary Conference (Kyoto 1994) and the Plenipotentiary Conference (Minneapolis, 1998).
II.-that the instrument that is refers the whereas previous has been approved by agreement Executive No. 723 / 2013, of the 13 of mayo of 2013, and subject to consideration of this Assembly Legislative for its inclusion in the ordering legal Salvadoran, existing and positive.
III.-that the instrument does not contain any provision contrary to the Constitution, being from its ratification.
Therefore, in use of the power established in article 131, ordinal 7th of the Constitution in relation to Art. 168, ordinal 4th of the same, and at the initiative of the President of the Republic through the then-Minister of Foreign Affairs.
Decree: Article 1.-ratified the proceedings end of the Conference of Plenipotentiaries of the International Telecommunication Union, Marrakesh 2002, containing amendments to the Constitution and Convention of the ITU (Geneva, 1992), with the amendments adopted by the Plenipotentiary Conference (Kyoto, 1994) and the Plenipotentiary Conference (Minneapolis, 1998), which consist of instruments of amendment to the Constitution and Convention of the ITU (Geneva, 1992) with the amendments adopted by the Plenipotentiary Conference (Kyoto, 1994) and the Plenipotentiary Conference (Minneapolis, 1998); General rules of conferences, assemblies and meetings of the Union; decisions, resolutions and recommendations with the following reservation made by the Republic of El Salvador at the time of its signature "the delegation of the Republic of El Salvador states that you book to his Government the right to take whatever measures necessary to protect its interests if other members violate provisions of the Constitution and Convention of the International Union of telecommunications (Geneva (, 1992), with the amendments adopted by the Plenipotentiary Conference (Kyoto, 1994, Minneapolis, 1998 and Marrakech 2002) and the annexes and protocols attached to these instruments, or if the reservations expressed by other Member States undertake the fullness of its sovereign rights or the proper functioning of its telecommunications services ", approved by agreement Executive No. 723/2013 may 13, 2013.
