1. Decree No. 444, the Legislative Assembly of the Republic of EL SALVADOR: I.-that by Decree legislative Nr. 869, dated 6 June 2002, published in Official Journal No. 118, volume no. 355 of 27 of that same month and year, was ratified in all its parts the General cooperation agreement between the Government of the Republic of El Salvador and the Government of the Grand Duchy of Luxembourg relating to give priority to the projects aimed at combating poverty as one of the key objectives of the cooperation policy, which, as stipulated in article 2, the Contracting Parties agree to plan and execute projects of cooperation in the form of multiannual programmes.
II.-that in the framework of such cooperation, dated December 23, 2011, the Government of the Republic of El Salvador signed with the Luxembourg Agency for cooperation to development (Lux-Development) of the Grand Duchy of Luxembourg, the Convention of financing no SVD/021 - 11 884 to develop the operation of the common fund's programmatic support, FOCAP, intended to finance the implementation of the solidarity Community programme in El Salvador by €2,000,000 equivalent to US$ 2,516, 740.
III.-that the support program to supportive communities, which will be financed with resources from the abovementioned Convention, is an important component of the system of Universal Social protection contained in the five-year Development Plan 2010-2014, of El Salvador, representing one of the strategies promoted by the Government, which reaches the urban and rural areas and their priority is the reduction of poverty and social exclusion.
IV.-that in accordance with the provisions of the Decree legislative No. 869 mentioned, pursuant to the code of conduct between the institutions of Government and the development partners supporting the solidarity Community programme 2010-2014 and in the framework of the provisions contained in the Convention of funding, the technical secretariat of the Presidency of the Republic through ex officio STP-AAF-107/2012, dated March 26, 2012, communicated initially to the field of health the FOCAP funding in the amount of $1,512,809 to finance the solidarity Community programme, value that according to ex officio STP/SPSU/0061/12, dated September 6, 2012, was changed to $1,386,143, according to the changes in the distribution of the first disbursement section fixed EU AECID and Luxembourg for implementing institutions of such a program.
V. that by means of Decree legislative Nr. 197, dated November 22, 2012, published in Diario official No. 229, vol. No. 397, on 6 December of the same year, the Legislative Assembly approved the addition of $1,308,695 for the execution of 3 investment projects, these being: 5766 "construction and 2 equipment of the unity community of health family of Jiquilisco ", Usulután" by $665,136, 5773 "construction and equipping of community family health unit hamlet La Pirraya, Isla San Sebastian, Usulután" by $156,798 and 5782 "community health teams equipment Familiar-ECOS of the Bay of Jiquilisco, Usulután" by $318,521, making a total amount of $1,140,455; and the recruitment of personnel to 103 seats for the implementation of 24 echoes during the period from October to December 2012, with an initial cost of $168,240, resources that were not executed due to the limited time available to perform the various administrative processes.
VI.-that since for the present fiscal year of 2013, remains the need to implement the solidarity communities program, it is necessary to enter again in the budget law in the field of health, the amount of $1,308,695, which includes resources to finance 3 investment projects mentioned above and also a reorientation of the resources that were designed for staffing in 103 seats by $168,240 ", which on this occasion are intended to finance the implementation of the project No. 5958 ' construction community health unit family Canton Pastor, town of Yayantique, Union", Department of La Unión", categorized with a population living in extreme poverty, so it will build a new health unit.
VII.-According to the paragraph 2.14 of the Roman II of administrative agreements that form part of the agreement of financing no SVD/021-11 884 referred to in the second recital, establishing that "each executing unit shall incorporate in their respective budget allocations per year, in a budgetary unit and line of work with the name of FOCAP supportive communities , in that sense, since the current budget structure does not meet this requirement, is required to change the name of the unit budget 11 background common programmatic support (FOCAP), line work 01 program community solidarity, by the unit budget 11 FOCAP community solidarity, line of work 01 FOCAP community solidarity.
VIII.-that the incorporation of the above-mentioned, resources will allow to expand the coverage of medical services in the municipality and in the Bay of Jiquilisco, in the hamlet of la Pirraya and in the Canton San Marcos Lempa, located in the Department of Usulután, and are categorized with a population living in extreme poverty; so, with the purpose that the health industry may have the corresponding budgetary credit for the development of such a program, it is necessary to reform the existing budget law, approved by Decree legislative Nr. 182, dated November 8, 2012, published in Official Journal No. 228, volume no. 397, on December 5 of the same year , to effect of adding in the part of income and expenses, resources up to a total of a million three hundred eight thousand six hundred ninety and five dollars of United States of AMERICA ($1,308,695.00).
