1. Decree No. 454, the Legislative Assembly of the Republic of EL SALVADOR: I.-that corresponds to this Assembly to choose, in accordance with rule 131, 19 th Ordinal of the Constitution, by nominal and public vote, among other officials, to the Procurator for the defence of human rights;
II.-that the Constitution in the final paragraph of its Art.192, refers to the secondary law determining the requirements for the post of Procurator for the defence of human rights;
III. the law of the Procurator for the defence of human rights, in its article 5, established as requirements for the position, the following: be Salvadoran, the secular State, more than 35 years, University degree, of recognized experience in promotion, education and defence of human rights and with extensive knowledge in that field, of apparent competence and morality be the enjoyment of the rights of citizens and have been in the six years prior to the performance of his office;
IV.-that in accordance with the procedure laid down in regulation inside this Assembly for the election of officers, it was found, truthfully, the fulfillment of the requirements for the performance of the post of Procurator for the defence of human rights, by the professionals who presented their candidacy, to whom was granted equal, reviewed their resumes , reports that referred to various public institutions, which was required, analyzed the result of interviews, documentation, and assessments which promptly made, to determine the reasons which justify their suitability, morality and notorious competition, all of which have been documented, and consists of the relevant file;
V that in order to comply with the constitutional mandate to elect the Procurator for the defence of human rights, for the period of three years, which says the Constitution, and such as described in the opinion of the political Commission, lawyer David Ernesto Morales Cruz, complies with all the requirements referred to above, and who also has served in various positions within the Office for the defence of human rights making it a large connoisseur of the institution, coupled with his outstanding defense in favor of promotion, education, and defense of human rights, throughout his professional life.
THEREFORE; in use of his constitutional powers, 2 DECREES: article only-declared elected Procurator for the defence of human rights, Mr. David Ernesto Morales Cruz, for the period of three years, which says article 192 of the Constitution, which starts from the same date and concludes August eight of the year two thousand and sixteen.
The graduate David Ernesto Morales Cruz, yielded the corresponding constitutional protest, this Legislative Assembly, on this same date.
GIVEN in the blue room of the Legislative Palace: San Salvador, to the nine days of the month of August two thousand thirteen year.
